黑龙江省现代农机合作社政府管理研究

【摘要】：现代农机合作社作为一种新型的农村经济组织形式,立足于农业产业化、规模化、机械化发展,带动农村经济体制改革,起到了改善土壤地力、增加粮食产量、增加农民收入和促进农村土地流转的作用。然而,因其“民用、民管、民受益”的初衷,制度设计上的定位就使它在发挥正外部性的同时,以其损失的效率作为代价,这就需要政府的介入去通过政策补贴、扶持与服务等手段对农机合作社进行补偿。国家对每家现代农机合作社配备1000万的现代农机设备,其中政府出资在60%-70%,这就需要政府部门对其进行规范监督,使其真正发挥效益。但是,农机合作社是一个独立的组织,政府干预又不能越位,故政府应如何介入对农机合作社进行管理,是本研究的最终目的所在。从2003年至2014年末,黑龙江省成立了1162家现代农机专业合作社,由于政府投资金额巨大,故黑龙江省现代农机合作社都是在政府推动下成立和运作的,但在管理现代农机合作社过程中,政府工作也暴露出许多问题。因此,基于对黑龙江省省农机局、4个县的农技推广中心和农机局以及经管站、44家现代农机合作社调研的基础上,研究黑龙江省现代农机合作社在运营过程中政府如何介入、发挥什么作用、进行怎样的管理,在总结分析后提出政府如何加强和改进管理方式、方法,对指导黑龙江省现代农机合作社方面的生产实践具有重大的现实意义。同时,《农民专业合作社法》在政府履行监督职能方面的条文是缺失的,本研究可为法律修订方面提供参考。本研究运用文献研究、典型分析、实证分析等方法,以政府部门为研究对象,同时明晰参与管理农机合作社的部门及政府管理工作内容以及方法,旨在更好的确定政府管理行为边界,为优化政府管理农机合作社提出对策建议。全文主要有五个部分,具体内容与结构如下:第二章对现代农机合作社、政府进行了概念的界定,同时对合作社中政府作用的相关理论进行阐述,为文章提供理论和论述范围依据;第三章总结出黑龙江省现代农机合作社政府管理的现状以及绩效,真实反映黑龙江省现代农机合作社运营过程中政府各部门对其的监督、指导、服务工作和取得的成效;第四章通过对政府工作评价情况问卷的实证分析,判断现代农机合作社管理者对政府哪些工作满意、对政府哪些部门的服务满意;第五章结合三、四章的数据、现状及结果,分析黑龙江省政府部门在管理现代农机合作社方面存在的问题;最后第六章提出完善政府管理的对策建议,即强化政府管理体系内部建设、健全针对现代农机合作社的法律及规章制度建设、创新服务现代农机合作社的组织形式、对现代农机合作社进行定向培训、加强科技与生产的联系。
[Abstract]:As a new form of rural economic organization, modern agricultural machinery cooperatives are based on the industrialization, scale and mechanization of agriculture and promote the reform of the rural economic system, thus improving soil fertility and increasing grain production. Increase farmer income and promote the role of rural land circulation. However, because of its original intention of "civilian use, civil administration, and the benefit of the people", the positioning of the system design makes it play a positive externality while at the expense of its lost efficiency. This requires the government's intervention to pass policy subsidies. Support and service and other means of agricultural machinery cooperatives to compensate. Every modern agricultural machinery cooperative is equipped with 10 million modern agricultural machinery equipment, in which the government contributes between 60 and 70, which requires government departments to regulate its supervision, so that it can really bring into full play its benefits. However, agricultural machinery cooperative is an independent organization, and government intervention can not be offside, so how the government should intervene in the management of agricultural machinery cooperative is the ultimate purpose of this study. From 2003 to the end of 2014, 1162 modern agricultural machinery cooperatives were set up in Heilongjiang Province. Due to the huge amount of government investment, modern agricultural machinery cooperatives in Heilongjiang Province were established and operated under the impetus of the government. However, in the management of modern agricultural machinery cooperatives, government work also exposed many problems. Therefore, based on the investigation and investigation of Heilongjiang Provincial Bureau of Agricultural Machinery, the Agricultural Technology extension Center and Agricultural Machinery Bureau of 4 counties and the management station, 44 modern agricultural machinery cooperatives, the paper studies how the government gets involved in the operation of the modern agricultural machinery cooperative in Heilongjiang Province. It is of great practical significance to guide the production practice of modern agricultural machinery cooperatives in Heilongjiang Province by putting forward how to strengthen and improve the management methods and methods after summing up and analyzing what role and how to manage. At the same time, the provisions of the Law on Farmers' Professional Cooperatives in performing the supervisory function of the government are missing, and this study can provide a reference for the revision of the law. This study uses literature research, typical analysis, empirical analysis and other methods, taking the government departments as the research object, and at the same time clarifying the contents and methods of the departments and government management work involved in the management of agricultural machinery cooperatives. The purpose of this paper is to determine the boundary of government management behavior better and put forward countermeasures and suggestions for optimizing government management of agricultural machinery cooperatives. There are five parts in this paper. The concrete content and structure are as follows: the second chapter defines the concept of modern agricultural machinery cooperatives, and at the same time expounds the relevant theories of the role of government in cooperatives. To provide theoretical and theoretical basis for the scope of discussion; The third chapter summarizes the current situation and performance of the government management of modern agricultural machinery cooperatives in Heilongjiang Province, which truly reflects the supervision, guidance, service work and results achieved by various government departments in the process of operation of modern agricultural machinery cooperatives in Heilongjiang Province. The fourth chapter through the empirical analysis of the evaluation of government work, to determine which modern agricultural machinery cooperative managers are satisfied with the work of the government, which government departments are satisfied with the service; The fifth chapter combines the data of the third and fourth chapters, the present situation and the result, analyzes the problems existing in the management of the modern agricultural machinery cooperative in Heilongjiang provincial government department; Finally, the sixth chapter puts forward the countermeasures and suggestions to perfect the government management, that is, to strengthen the internal construction of the government management system, to perfect the construction of the laws and regulations for the modern agricultural machinery cooperatives, and to innovate the organization forms of serving the modern agricultural machinery cooperatives. To the modern agricultural machinery cooperative to carry on the directional training, strengthens the science and technology and the production connection.
