整体性治理的理论基础及其实现策略

【摘要】：整体性治理作为公共行政学领域的一个新范式,已成为世界各国政府发展的现实之需和方向指引。背离职能再造而转向功能再造,背离以经验为导向的方法而转向以问题解决为导向的方法,背离从政府部门自身便捷性出发而转向以公众需求为核心,这三者分别构成了整体性治理理论的组织、方法论和价值基础。组织基础为功能再造提供了基础性原则。方法论基础为整体性治理提供了实际支撑。价值性基础提供了路径依赖和方向指引。这三个基础相互衔接,有机构成,共同呈现出理论基础全观式图景。本文还提出了理论基础的具体化实现策略。
[Abstract]:As a new paradigm in the field of public administration, holistic governance has become the practical need and direction of the development of governments all over the world. From the function reengineering to the function reengineering, from the experience-oriented method to the problem-solving method, from the convenience of the government to the public demand as the core. These three constitute the organization, methodology and value basis of holistic governance theory. Organizational basis provides basic principles for functional reengineering. The foundation of methodology provides practical support for holistic governance. The value basis provides path dependence and direction guidance. These three foundations are connected with each other, organically formed, and together present the theoretical basis of the overall view of the picture. This paper also puts forward the materialized realization strategy of the theoretical basis.
