水利、移民与政治：密云水库研究（1958-1965）

【摘要】：严重的水灾和旱灾,使得密云县及邻县的居民处于水深火热之中。因此,国家决定变水害为水利,修建密云水库。密云水库自1958年9月开始动工,当时的水利“大跃进”以及人民公社化运动对水库兴修客观上起到了推动和保障作用。经过两年的时间,到1960年9月,水库最终得以顺利建成,但移民问题的解决延续到1965年6月才基本结束。水库的建成是京津冀二十万民工及各行各业人民共同劳动的成果,没有他们,水库不可能短时间内顺利完工。另外还有数万移民为水库的建设做出了重大贡献和牺牲,在移民不久,产生了许多问题。在集中力量建成水库之后,国家全力解决移民问题,使得移民的生产生活很快步入正轨。在水库建设之前和建设过程中,政治发生着独特的作用。水库是在特殊的政治形势下修建的;在建设过程中,也离不开政治对水库建设的影响。可以说,政治贯穿了水库建设的整个过程,对水库修建影响非常大。水库的建成,有着巨大的社会效益和经济效益,尤其是对首都的工农业用水、居民日常生活用水至关重要,至今仍然发挥着重大的作用。
[Abstract]:Severe floods and drought caused the residents of Miyun County and neighboring counties to be in dire straits. Therefore, the state decided to change the water disaster into water conservancy and build the Miyun Reservoir. The construction of Miyun Reservoir began in September 1958, when the Great Leap forward of water conservancy and the people's commune movement played an important role in promoting and guaranteeing the construction of the reservoir. After two years, in September 1960, the reservoir was successfully built, but the settlement of the immigration problem lasted until June 1965. The completion of the reservoir is the result of the joint work of 200000 migrant workers and people of various trades. Without them, the reservoir can not be completed smoothly in a short time. In addition, tens of thousands of migrants have made great contributions and sacrifices to the construction of the reservoir, and many problems have arisen soon after the emigration. After concentrating its efforts on building reservoirs, the state worked hard to solve the problem of migration, so that the production and life of migrants were quickly on track. Before and during the reservoir construction, politics played a unique role. Reservoir is built under the special political situation, and the influence of politics on reservoir construction is also indispensable in the process of construction. It can be said that politics runs through the whole process of reservoir construction and has a great impact on reservoir construction. The construction of the reservoir has great social and economic benefits, especially for the industrial and agricultural water in the capital. The daily living water of the residents is very important, and it still plays an important role up to now.
