跨界治理视域下城市公共安全事件的形成机理与治理对策——以S市踩踏事件为例

【摘要】：大城市特别是特大城市的运行中隐藏着巨大风险,城市公共安全事件的形成具有跨界特征,其治理也需要跨界合作。传统科层体制的管理模式难以适应城市公共安全的治理,通过引入跨界治理理论和运用案例研究方法,深入研究城市公共安全事件的跨界特征和形成机理,发现政府的碎片化管理、公民参与的缺失、预警机制和应对措施的失当不力是城市公共安全事件形成的重要原因。加强顶层设计,追求公共价值和公共利益,强调共同责任和一致目标,通过横向和纵向的整合,搭建公共安全管控平台,形成政府层级间、部门间合理的权力及资源匹配和信息共享及预警联动机制,构建跨政府、市场、社会和媒体的多元合作协调治理模式是城市公共安全治理的对策。
[Abstract]:There are huge risks hidden in the operation of large cities, especially in mega-cities. The formation of urban public safety events has the characteristics of cross-border, and its governance also needs cross-border cooperation. The management mode of traditional hierarchy system is difficult to adapt to the governance of urban public safety. By introducing the theory of cross-border governance and using the case study method, the paper deeply studies the cross-border characteristics and formation mechanism of urban public safety events. It is found that the fragmented management of the government, the lack of citizen participation, the lack of early warning mechanism and the inadequate response measures are the important reasons for the formation of urban public safety events. Strengthening the top-level design, pursuing public values and public interests, emphasizing common responsibility and consistent objectives, building public safety control platforms through horizontal and vertical integration, and forming inter-governmental levels, The rational power and resource matching, information sharing and early warning linkage mechanism among departments, and the construction of multi-cooperation and coordination governance model of inter-government, market, society and media are the countermeasures of urban public safety governance.
