政府组织对公共云服务的采纳影响因素研究

【摘要】:我国的电子政务经过十余年的发展取得了巨大进步,但是在建设过程中也逐渐暴露出了一系列问题:信息系统条块分割,无法实现信息共享;信息化重复投资、设备闲置、效率低下现象严重;运维耗费大量人力物力等。云计算是网络互联时代信息基础设施与应用模式的全新形态,构建基于云计算的电子政务公共平台,将极大地满足了推动信息资源整合、促进政务资源共享的需求,能够帮助政府提升公共服务能力和信息化水平,并将对公共服务、民生服务的提高和改善起到极大的推动作用。电子政务云平台的建设在如火如荼的进行着,但是,作为政务云主要使用者的地方政府部门,仍有相当一部分对于公共云服务的采纳持观望态度。本研究以政府组织为主要研究对象,以信息技术采纳经典理论为依据,结合云计算技术采纳方面已有研究,从政府组织采纳新技术的特点和现状出发,构建了影响政府组织采纳公共云服务的T-O-E模型。以此模型为基础对某省142家省级和市级政府部门进行调查,通过实证分析对理论模型进行验证,得到影响政府组织采纳公共云服务最主要的影响因素。研究结果表明,政务信息化水平和高层支持对政府采纳意愿的影响最大,其次依次是业务匹配度、政策压力、兼容性、相对优势和感知风险;财政支持的影响相对较小。电子政务治理能力和潮流压力两个因素没能通过检验,这主要是由于当前政府还未认识到IT治理重要性,并且随着政府职能的转型,当前政府变得越来越理性和务实了。同时,根据上述研究结论,本研究分别针对政府组织和云计算服务提供商提出了发展建议。相比前人的研究,本文的创新点是:以政府组织为研究对象探讨云计算采纳的相关问题;将经典的信息技术采纳理论模型用于前沿的云计算技术,首次归纳出政府组织对公共云服务采纳的影响因素;有针对性的提出政府组织采纳公共云服务的对策建议,为政府部门进一步开展云平台建设提供参考。
[Abstract]:After more than ten years of development, E-government in our country has made great progress, but in the process of construction, a series of problems have been gradually exposed: the information system can not be divided into pieces and information sharing can not be realized; Information repeated investment, idle equipment, inefficient phenomenon, operation and maintenance costs a lot of manpower and material resources. Cloud computing is a new form of information infrastructure and application mode in the era of network interconnection. Building a public platform of e-government based on cloud computing will greatly meet the needs of promoting the integration of information resources and the sharing of government resources. It can help the government to improve the ability of public service and the level of information, and will play a great role in promoting the improvement of public service and people's livelihood service. The construction of E-government cloud platform is in full swing. However, as the main users of government cloud, some local government departments still have a wait-and-see attitude towards the adoption of public cloud services. This research takes the government organization as the main research object, takes the information technology adoption classical theory as the basis, unifies the cloud computing technology adoption aspect to have the research, from the government organization adopts the new technology characteristic and the present situation, starts from the government organization to adopt the new technology characteristic and the present situation, A T-O-E model is constructed to influence the adoption of public cloud services by government organizations. Based on this model, 142 provincial and municipal government departments in a certain province are investigated, and the theoretical model is verified by empirical analysis, and the most important factors affecting the adoption of public cloud services by government organizations are obtained. The results show that the level of government informatization and high-level support have the greatest influence on the government's willingness to adopt, followed by business matching degree, policy pressure, compatibility, comparative advantage and perceived risk, and financial support has a relatively small impact. E-government governance ability and trend pressure fail to pass the test, which is mainly due to the current government has not recognized the importance of IT governance, and with the transformation of government functions, the current government has become more and more rational and pragmatic. At the same time, according to the above conclusions, this study proposes some development suggestions for government organizations and cloud computing service providers. Compared with the previous research, the innovation of this paper is: government organizations as the research object to explore the relevant issues of cloud computing adoption; The classical information technology adoption theory model is applied to the cutting-edge cloud computing technology, and the factors influencing the adoption of public cloud services by government organizations are summed up for the first time. This paper puts forward the countermeasures and suggestions for government organizations to adopt public cloud services, and provides a reference for government departments to further develop cloud platform construction.
