公务员职务与职级并行:内容、问题与对策

【摘要】:中共中央办公厅、国务院办公厅印发《关于县以下机关建立公务员职务与职级并行制度的意见》,在职级设置、晋升条件、职级晋升办法、晋升后待遇及管理等方面做出规定。新制度的设立主要是为了解决基层公务员晋升难、待遇低等现实问题。在给广大基层公务员带来益处的同时,职级晋升制度在实施中也面临着一些问题:县乡关系盛行,过去的"跑官"将演变为今后的"跑级";职级晋升存在过程形式主义和结果平均主义倾向;高效有力的命令—执行式官僚体制受到挑战。为防范或减少这些新问题的出现,可以采取以下对策:一是规范并完善考核程序,二是建立职级竞争与淘汰机制,三是完善职级晋升协调与管理制度。
[Abstract]:The General Office of the CPC Central Committee and the General Office of the State Council issued and issued "opinions on the Establishment of a concurrent system of Civil servants' posts and ranks at and below the County", the establishment of the in-service level, the conditions for promotion, the measures for promotion at the rank level, the treatment and management after promotion, and so on. The establishment of the new system is mainly to solve the grass-roots civil servants difficult to promote, low treatment and other practical problems. At the same time, the promotion system is faced with some problems: the relationship between county and township is in vogue, the past "running official" will evolve into the "running rank" in the future; There is a tendency of process formalism and resultant equalitarianism in rank promotion, and the efficient and powerful command-executive bureaucracy is challenged. In order to prevent or reduce the emergence of these new problems, we can take the following countermeasures: first, standardize and perfect the examination procedure; second, establish the mechanism of competition and elimination at the rank level; third, perfect the coordination and management system of promotion at the rank level.
