石家庄市政府向社会力量购买服务问题研究

【摘要】：党的十八大强调,政府进行社会管理的途径要探索新方式,公共服务的提供方式必须有所创新。近些年来,政府向社会力量购买服务这一“舶来品”,在党和国家的关注下,在各地生根发芽,茁壮成长。经过长期的实践和摸索,我国积累了一定的政府向社会力量购买服务的工作经验,而这项工作也在我国的公共服务和政府事务性领域发挥着越来越重要的作用。作为一项利国利民的政策,石家庄市政府也在近十年中不断摸索和积累经验,为了更好的推进这项工作,在结合全国各地多年的实践经验和石家庄市实际的基础上,2014年石家庄市先后出台了一系列政府向社会力量购买服务相关政策和实施办法,在建章立制上取得了重大进步。虽然石家庄市政府向社会力量购买服务工作取得了一些成果,得到了社会的认可,但还存在很多问题,还有许多需要改进的地方。本文正是基于石家庄市实际,旨在研究政府向社会力量购买服务工作在石家庄乃至全国的发展方向。全文共六个部分:第一部分对选题背景和意义及国内外此问题的研究现状进行了简要综述。第二部分对政府向社会力量购买服务基本概念进行了解释,并强调了开展这项工作的必要性。第三部分对石家庄市政府向社会力量购买服务的发展历程和工作开展的现状进行了介绍,通过举例说明的方法展示了石家庄市这项工作取得的成果。第四部分提出了石家庄市在这项工作进行中还存在的一些问题。第五部分对国内外的政府向社会力量购买服务的优秀案例进行了分析,找寻值得石家庄市借鉴的地方。第六部分是根据石家庄市政府向社会力量购买服务的现状和存在的问题提出相应的对策。
[Abstract]:The 18th National Congress of the Party emphasized that the government should explore new ways of social management and the way of providing public services must be innovated. In recent years, the government buys the service from the social force, under the concern of the Party and the country, takes root and sprouts and thrives in various places. After a long period of practice and exploration, our country has accumulated certain experience of government purchasing services from social forces, and this work is playing a more and more important role in the field of public service and government affairs in our country. As a policy that benefits the country and the people, Shijiazhuang municipal government has been groping and accumulating experience in the past ten years. In order to better promote this work, on the basis of combining years of practical experience from all over the country and the reality of Shijiazhuang City, In 2014, Shijiazhuang City introduced a series of government policies and implementation measures to purchase services from social forces, and made great progress in the establishment of the system. Although Shijiazhuang municipal government has made some achievements in purchasing services from social forces, it has been recognized by the society, but there are still many problems and many areas for improvement. Based on the practice of Shijiazhuang, this paper aims to study the development direction of government purchasing service from social forces in Shijiazhuang and even the whole country. This paper consists of six parts: the first part briefly summarizes the background and significance of the topic and the research status at home and abroad. The second part explains the basic concept of government purchasing services from social forces and emphasizes the necessity of this work. The third part introduces the development course of Shijiazhuang municipal government's purchase of service from social forces and the present situation of its work, and shows the achievements of Shijiazhuang City by way of illustrating examples. The fourth part puts forward some problems in Shijiazhuang City. The fifth part analyzes the excellent cases of the government purchasing service from the social forces at home and abroad, looking for the place that Shijiazhuang city can use for reference. The sixth part is according to the Shijiazhuang municipal government to buy the service from the social force the present situation and the existence question proposed the corresponding countermeasure.
