专业嵌入行政:一种社会治理创新模式

【摘要】：政府的行政特长与社会的专业特长可以结合到一起,构成一种新型的治理体系。该体系中,两大主体之间不是简单的加总或合作,而是呈现为一种有机的模式和结构,且其治理效果可以超出其中任何一种主体的单独作用。即使在社会组织依靠自身能力还不足以胜任之时,这种治理的模式依然可以走上前台,并为最终纯粹的社会化运作奠定基础。
[Abstract]:The administrative specialty of the government and the specialty of the society can be combined to form a new governance system. In this system, the two main bodies are not simply added or cooperated, but presented as an organic model and structure, and their governance effect can exceed the single action of any one of them. Even when social organizations are not competent enough to rely on their own abilities, this model of governance can still come to the fore and lay the foundation for a final, purely social operation.
