基层政府部门人员招聘存在的问题及对策研究

【摘要】:在当今高速发展的社会中,人力资源的地位与物质资本已不可同日而语,不管对于企业还是政府部门,最重要的战略资源便是人力资源。政府部门人力资源的素质,往往关系到政府部门的运行效率、在公民中的权威甚至影响到整个国家在国际社会的实力和地位。而人力资源的开发和使用,在公共部门里更是能影响到一个国家的综合国力水平。在人力资源的开发使用的选育用留四个环节中,选是第一个环节,选也就是人员招聘,是选拔人才的关键环节,招聘质量的高低对政府部门工作人员的素质水平有着深远的影响。本论文主要通过对我国基层政府部门招聘工作的分析与研究,并对比国外发达国家招聘工作的现状,提出我国政府部门当前招聘工作存在的问题,探讨改进招聘工作的方式方法。文章首先对人力资源管理及人力资源招聘的相关理论进行说明,其次对我国政府部门传统人事管理制度进行分析研究,并以基层政府部门的招聘工作为例,总结我国基层政府部门招聘工作出现的问题。继而对国外政府部门人员的招聘进行研究分析,得出对我国政府部门招聘工作的启示,最后提出了政府部门招聘的优化措施:一是政府部门招聘工作理念创新;二是完善政府部门的招聘制度;三是健全政府部门招聘公务员的工作机制;四是探索先进的人才测评方法和技术;五是对公务员以外的工作人员建立科学的招聘机制;六是采用多种形式进行全方面的监督。
[Abstract]:In today's rapidly developing society, the position of human resources and material capital can no longer be compared, no matter for enterprises or government departments, the most important strategic resources is human resources. The quality of human resources of government departments is often related to the operational efficiency of government departments, and the authority among citizens even affects the strength and status of the whole country in the international community. The development and use of human resources in the public sector can affect a country's comprehensive national strength. Of the four links in the development and use of human resources, selection is the first link, that is, personnel recruitment, and is the key link in the selection and selection of talents. The quality of recruitment has a profound impact on the quality of government staff. This paper mainly through the analysis and research of the recruitment work of the grass-roots government departments in our country, and compares the present situation of the recruitment work in the developed countries abroad, points out the problems existing in the recruitment work of the government departments in our country. To explore ways and means to improve recruitment. This paper first explains the theory of human resource management and human resource recruitment, then analyzes and studies the traditional personnel management system of Chinese government departments, and takes the recruitment work of grass-roots government departments as an example. This paper summarizes the problems in the recruitment of government departments at the grass-roots level in China. Then, the author studies and analyzes the recruitment of foreign government personnel, draws the inspiration to the recruitment of government departments in China, and finally puts forward the optimization measures for the recruitment of government departments: first, the innovation of the concept of government recruitment; The second is to perfect the recruitment system of government departments, the third is to perfect the working mechanism of government departments in recruiting civil servants, the fourth is to explore advanced methods and techniques for the evaluation of talents, and the fifth is to establish a scientific recruitment mechanism for staff other than civil servants. Sixth, all aspects of supervision are carried out in various forms.
