公共政策评估的演进:步入多元主义

【摘要】：事实与价值是公共政策评估的基本维度,如同公共政策评估的一体两面,缺一不可。研究以事实要素和价值要素的关系演变作为分析视角,探讨了公共政策评估的历史演进与发展态势。研究发现,在经历了"事实—价值两分"到"价值回归"再到"事实与价值的统合",公共政策评估步入了多元主义时期,多元理性模式的耦合成为公共政策评估发展的潮流。以这种思想为指导,政策的评估方法从原来专注于政策结果的客观描述逐渐过渡到事实描述与价值判断并举,并且越来越追求结果合理性的判断。但是现阶段公共政策评估还存在桎梏,评估要素的结构性安排以及价值评估的短板会限制公共政策评估的进一步发展。
[Abstract]:Fact and value are the basic dimensions of public policy evaluation. This paper discusses the historical evolution and development trend of public policy evaluation from the perspective of the evolution of the relationship between factual elements and value elements. The study found that after experiencing "fact-value two points" to "value return" to "fact and value integration", the public policy evaluation stepped into the pluralistic period, and the coupling of multiple rational models became the trend of the development of public policy evaluation. Under the guidance of this idea, the evaluation method of policy is gradually transferred from the objective description focusing on the policy result to the fact description and value judgment, and the judgment of the rationality of the result is being pursued more and more. However, there are still some shackles in the evaluation of public policy at present. The structural arrangement of the evaluation elements and the shortness of the evaluation of value will limit the further development of the evaluation of public policy.
