论我国公务员职业形象的塑造

【摘要】:公务员是国家机关的工作人员,也是社会大众了解政府的窗口。公务员的职业形象是政府形象的缩影,良好的公务员职业形象不仅可以促使政府工作效率的提高,更可以增强政府公信力,维护社会稳定和国家的长治久安。然而近年来频发的公务员贪污腐化案件使人们对公务员职业形象的认可跌入谷底。当前,我国正在积极建设服务型政府,其以民为本的服务理念对公务员职业形象的塑造提出了更高的要求。本文分析研究了公务员的职业形象及其职业形象塑造问题,探讨了提升公务员职业形象的可行路径,期望对优化公务员职业形象是一种有益的探索。本文在阐述选题的缘由、意义,国内外研究现状和研究方法的基础上,对公务员职业形象塑造的相关概念进行了界定,论述了公务员职业形象塑造的理论基础,比如CIS理论、组织形象理论以及服务型政府理论。继而从职业理念、职业行为和外在形象三个方面总结了我国公务员职业形象的应然状态。通过分析公务员职业形象调查和职业道德调查的结果,剖析公务员职业形象的典型案例,揭示了当前我国公务员职业形象的实然状态。在应然状态和实然状态的对比基础上,提出了我国公务员职业形象危机五大风险领域。进而在汲取欧美和亚洲公务员职业形象建设成功经验的基础上,分析了本国的国情和现实情况,从培育公务员的职业理念、模塑公务员的职业行为和提升公务员的外在形象三个方面入手提出了我国公务员职业形象塑造的可行路径:首先,在培育职业理念方面,应当依托培训和反馈机制,生成公务员形象意识;立足法律约束和廉政教育,提升公务员职业道德;倡导先进行政文化,重塑公务员职业精神。其次,在模塑公务员的职业行为方面,应当完善公务员工作准则,规范公务员职业行为;建立健全监督体系,防范公务员失职渎职行为;完善公务员责任追究机制,引导良好职业行为。最后,在提升公务员外在形象方面,应当注重公务员仪容着装,打造美观自然的外部形象;规范公务员言行举止,展现公务员良好精神风貌。
[Abstract]:The civil servant is the staff member of the state organ, also is the window which the public understands the government. The professional image of civil servants is the epitome of the government image. A good professional image of civil servants can not only improve the efficiency of government work, but also enhance the credibility of the government, maintain social stability and long-term stability of the country. However, the frequent corruption cases of civil servants in recent years have brought the recognition of the professional image of civil servants to the bottom. At present, our country is actively building a service-oriented government, and its people-oriented service concept puts forward higher requirements for the shaping of the professional image of civil servants. This paper analyzes and studies the professional image of civil servants and the shaping of their professional image, and probes into the feasible ways to improve the professional image of civil servants, which is expected to be a useful exploration to optimize the professional image of civil servants. On the basis of explaining the reason, significance, current research situation and research methods of the topic, this paper defines the related concepts of the shaping of the professional image of civil servants, and discusses the theoretical basis of the shaping of the professional image of civil servants, such as the theory of CIS. Organization image theory and service-oriented government theory. Then it sums up the status quo of the professional image of civil servants in China from three aspects: professional concept, professional behavior and external image. By analyzing the results of the investigation on the professional image of civil servants and the professional ethics survey, this paper analyzes the typical cases of the professional image of civil servants, and reveals the actual state of the professional image of civil servants in our country at present. On the basis of the contrast between the ought state and the real state, the paper puts forward five risk areas for the crisis of the professional image of civil servants in our country. On the basis of the successful experience in the construction of the professional image of civil servants in Europe, America and Asia, this paper analyzes the national conditions and the actual situation of their own countries, and from the perspective of cultivating the professional concept of civil servants, Three aspects of moulding the professional behavior of civil servants and improving the external image of civil servants are put forward. The feasible ways of shaping the professional image of civil servants in our country are as follows: firstly, in cultivating professional concepts, we should rely on training and feedback mechanism. Forming the public servant image consciousness; Based on legal constraints and clean government education, to promote civil servants' professional ethics, to advocate advanced administrative culture, and to reshape the professional spirit of civil servants. Secondly, in moulding the professional behavior of civil servants, we should perfect the working standards of civil servants, standardize the professional behaviors of civil servants, establish and perfect the supervision system, prevent the malfeasance of civil servants from dereliction of duty. Improve the accountability mechanism of civil servants and guide good professional behavior. Finally, in improving the external image of civil servants, we should pay attention to the appearance and dress of civil servants, create beautiful and natural external image, standardize civil servants' behavior and behavior, and show the good spirit of civil servants.
