鄂尔多斯市政府购买公共服务问题研究

【摘要】：十八届三中全会提出要推广政府购买服务,凡属事务性管理服务,原则上都要引入竞争机制,通过合同、委托等方式向社会购买,为各级政府购买公共服务指明了方向,提出了要求。文章关注政府购买公共服务的问题研究,以鄂尔多斯市为研究案例,首先阐述了政府购买公共服务的理论,对公共服务的内涵界定,政府购买公共服务重要意义和模式,以及理论依据做了阐述。其次,文章介绍了当前鄂尔多斯市政府购买公共服务的发展历程、现状和取得的成效。再次,文章重点对鄂尔多斯市政府购买公共服务存在问题进行了分析,如公共服务能力不强,购买投资的资金不高,社会组织发展不均衡,政府购买公共服务法律机制不完善等。最后,文章从五个方面论述了鄂尔多斯市政府购买公共服务的对策建议,包括积极借鉴国内外政府购买公共服务的先进经验,切实转变各级政府的服务理念,加强政府购买公共服务的体系规划,规范政府购买公共服务的市场化运作,建立健全政府购买服务过程的监督机制等。
[Abstract]:The third Plenary session of the 18th CPC Central Committee proposed that government purchase services should be popularized. In principle, competition mechanisms should be introduced for all transactional management services to be purchased from society through contracts and entrustments, indicating the direction for governments at all levels to purchase public services. A request was made. This paper focuses on the issue of government purchase of public services. Taking Ordos City as a case study, this paper first expounds the theory of government purchase of public services, defines the connotation of public services, and defines the significance and mode of government purchase of public services. And the theoretical basis for the elaboration. Secondly, the paper introduces the development course, the present situation and the achievement of the Ordos municipal government purchasing public service. Thirdly, the article focuses on the analysis of the problems existing in the purchase of public services by the Ordos Municipal Government, such as the weak capacity of public services, the low investment funds, and the uneven development of social organizations. The legal mechanism of government purchasing public service is not perfect. Finally, the paper discusses the countermeasures and suggestions of the Ordos government to purchase public services from five aspects, including actively learning from the advanced experience of the domestic and foreign governments to purchase public services, and changing the service concept of the governments at all levels. Strengthening the system planning of government purchasing public service, standardizing the market operation of government purchasing public service, establishing and perfecting the supervision mechanism of government purchase service process, etc.
