哈尔滨市应对突发事件联动机制优化研究

【摘要】：当前,经济社会迅速发展,影响公共安全、环境安全与社会稳定的突发因素逐渐增多,各类自然灾害、安全事故、公共卫生事件等突发问题时有发生,给社会稳定、群众生产生活带来比较大的影响和危害。政府应对突发事件联动机制在我国是一个较新研究领域,在处置各类突发事件过程中,政府部门之间、政府部门与社会组织、广大群众之间不可或缺地要相互合作、配合,齐心协力共同应对。本文在查阅大量国内外文献的基础上,对国内外学者在政府应对突发事件联动机制方面的理论和实践研究成果进行系统梳理;通过典型国家政府应对突发事件管理情况的对比分析,给予我国政府应对突发事件联动机制以启示;通过研究政府应对突发事件管理和联动机制的内涵,界定了政府应对突发事件联动机制的涵义,并分析其理论基础;运用个案研究的方法,分析哈尔滨市各级部门的应对突发事件联动机制现状和存在问题;对哈尔滨市应对突发事件联动机制进行优化框架设计,最终为哈尔滨市各级部门之间应对突发事件联动行为提供有建设性的意见。总之,本文力图从哈尔滨市的实际情况出发,探索在一个常住人口超过千万的东北副省级城市中,基于原有应急系统,如何加强部门之间的协调配合,使联动应对突发事件的机制优化进一步优化的实现途径。本文通过具体案例,分析哈尔滨市现有应对突发事件的联动机制,继而介绍国内外应急联动的先进经验,最后针对哈尔滨市的市情实际提出优化方案和具体意见建议。
[Abstract]:At present, with the rapid economic and social development, sudden factors affecting public safety, environmental safety and social stability are gradually increasing. All kinds of natural disasters, safety accidents, public health incidents, and other unexpected problems occur from time to time, giving social stability. Mass production and life bring relatively big influence and harm. The linkage mechanism of government response to emergencies is a relatively new research field in China. In the process of dealing with all kinds of emergencies, there is an indispensable need for cooperation and cooperation among government departments, social organizations and the general public. Work together to deal with it. On the basis of consulting a large number of domestic and foreign literature, this paper systematically combs the theoretical and practical research results of the joint mechanism of government response to emergencies. Based on the comparative analysis of the management of emergency in typical countries, this paper gives inspiration to the linkage mechanism of Chinese government to deal with emergencies. By studying the connotation of the government's emergency management and linkage mechanism, this paper defines the meaning of the government's emergency response linkage mechanism, and analyzes its theoretical basis. Using the method of case study, this paper analyzes the current situation and existing problems of the emergency response mechanism of Harbin departments at all levels. The optimization framework design of the emergency response linkage mechanism in Harbin will provide constructive advice for all levels of departments in Harbin to deal with the emergency interaction. In a word, this paper tries to explore how to strengthen the coordination and coordination among departments based on the original emergency response system in a northeast sub-provincial city with a permanent resident population of more than 10 million, starting from the actual situation of Harbin. To optimize the mechanism of linkage response to emergencies and further optimize the way to achieve. This paper analyzes the linkage mechanism of emergency response in Harbin through specific cases, then introduces the advanced experience of emergency linkage at home and abroad, and finally puts forward the optimization scheme and concrete suggestions for the actual situation of Harbin.
