安徽省社会组织发展现状与对策研究

【摘要】：改革开放以来,随着我国社会主义市场经济体制的发展和完善、政治体制改革的逐渐推进、公民社会的逐渐形成,大量的社会组织涌现,它们广泛活跃在经济社会诸多领域,承载着推动中国社会转型的历史重任。一定程度上而言,社会组织已经成为我国社会建设的重要主体、经济发展的重要力量。为培育扶持安徽省各类社会组织的发展,自2009年以来,安徽省开始探索社会组织管理体制改革,出台了一系列相关政策,并逐渐将试点取得的经验拓宽到全省,以支持社会组织的发展。自改革推行以来,安徽省社会组织发展迅速,尤其是直接登记成立的社会组织数量激增,越来越多的社会组织参与到全省的社会管理中,并凸显出其独特的作用和优势。但是,与我国发达省份城市相比,安徽省社会组织无论从总量、品质、分布状况还是自身能力建设等方面都存在一定差距,总体发展水平不是很高,此外,还存在资金短缺、人才缺乏、社会认可度低等问题,制约着安徽省社会组织的进一步发展。因此,笔者希望能够从社会工作的专业视角,以安徽省社会组织的发展情况为例,通过实证研究,发现制约安徽省社会组织发展的因素和问题,并提出相应的解决措施,为安徽省社会组织的发展提供理论依据。文章共分为五个部分,第一部分是绪论,主要介绍了本文的选题背景与研究意义,简单梳理了下国内外研究现状,并介绍了本文的研究方法。第二部分对社会组织的概念进行了区分和界定,着重介绍了三个相关的理论,以为全文的分析做好理论支撑。第三部分介绍了社会组织的发展状况和功能发挥情况。第四部分在前文基础上,针对存在的问题,进行了思考和探索,希望从政府、组织自身和社会三方面着手,形成一股合力,同时加强社会工作专业的介入,共同为安徽省的社会管理与创新努力。第五部分是结论,主要是对全文的研究成果和观点做了一个简要的总结和说明。
[Abstract]:Since the reform and opening up, with the development and improvement of our socialist market economy system, the gradual advancement of political system reform, the gradual formation of civil society, the emergence of a large number of social organizations, they are widely active in many economic and social fields. Bearing the historical responsibility of promoting the transformation of Chinese society. To some extent, social organization has become the main body of social construction and the important force of economic development. In order to foster and support the development of various social organizations in Anhui Province, since 2009, Anhui Province has begun to explore the reform of the management system of social organizations, has issued a series of related policies, and has gradually broadened the experience gained in the pilot projects to the whole province. To support the development of social organizations. Since the implementation of the reform, social organizations in Anhui Province have developed rapidly, especially the number of social organizations registered directly. More and more social organizations participate in the social management of the province, and their unique roles and advantages are highlighted. However, compared with the cities in the developed provinces of China, there are certain gaps in social organizations in Anhui Province in terms of total amount, quality, distribution, and capacity building of their own. The overall level of development is not very high. In addition, there is also a shortage of funds. Lack of talents and low social recognition restrict the further development of social organization in Anhui Province. Therefore, I hope that from the professional perspective of social work, taking the development of social organizations in Anhui Province as an example, through empirical research, we can find out the factors and problems that restrict the development of social organizations in Anhui Province, and put forward corresponding solutions. It provides a theoretical basis for the development of social organization in Anhui Province. The article is divided into five parts. The first part is the introduction. It mainly introduces the background and significance of this paper, briefly combs the domestic and foreign research status, and introduces the research methods of this paper. In the second part, the concept of social organization is distinguished and defined, and three related theories are introduced in order to provide theoretical support for the analysis of the whole text. The third part introduces the development and function of social organization. The fourth part, on the basis of the above, has carried on the ponder and the exploration to the existing problem, hoped from the government, the organization itself and the society three aspects, forms a joint force, simultaneously strengthens the social work profession intervention, Joint efforts for social management and innovation in Anhui Province. The fifth part is the conclusion, mainly makes a brief summary and the explanation to the full text research result and the viewpoint.
