微信中的中国地方政府及其日常运作——社交媒体技术的组织复制与塑造

【摘要】:本文以微信在我国地方政府日常工作中的运用为切入点,探讨了成员个体层面的技术采纳行为对组织结构和过程的影响,分析了社交媒体技术和政府组织之间的相互构建关系。对Z市政府各机关公务员的微信使用数据调查分析显示:存在"机构复制"导向和"工作项目"导向两种微信建群模式。"机构复制"微信群提升了公务员的部门认同,有助于情感资讯分享,并衍生出更复杂多样的非正式群体。"工作项目"微信群提升了跨部门层级的行动协调,降低了工作任务的不确定性,有助于上级对下级的激励和监督,成为权责再分配的有效机制。微信是政府日常高频使用的外源性辅助技术,形成了公务员一定的工作负荷。微信在我国地方政府日常工作中的建群模式及其后果,体现了政府结构的技术刚性和微信技术的结构刚性之间的互构效应。
[Abstract]:Based on the application of WeChat in the daily work of local government in China, this paper discusses the influence of the technology adoption behavior on the organizational structure and process at the individual level, and analyzes the relationship between social media technology and government organizations. The investigation and analysis of the WeChat usage data of the civil servants in various organs of Z municipal government show that there are two types of WeChat group building mode: "organizational replication" and "work item" orientation. " Institutional replication: "WeChat Group promotes the Civil Service's departmental identity, facilitates the sharing of emotional information, and generates more complex and diverse informal groups." The work item "WeChat Group" promotes the coordination of actions across departments, reduces the uncertainty of work tasks, helps to motivate and supervise subordinates, and becomes an effective mechanism for redistribution of powers and responsibilities. WeChat is the government's daily high-frequency auxiliary technology, forming a certain workload for civil servants. WeChat's construction mode and its consequences in the daily work of local governments in China reflect the mutual construction effect between the technological rigidity of government structure and the structural rigidity of WeChat technology.
