当代中国公务员应有道德研究

【摘要】：我国行政体制是以各级公务员为重要组成部分的层级管理体制,国家各级公职人员在中国特色社会主义建设中发挥着重要的作用,有力的推动了经济的发展和社会的进步,党员干部形成了巨大的创造力、战斗力和凝聚力。但是,随着经济的发展和社会的进步,人们思想观念、价值追求取向和道德认知水平由单一趋向复杂,思想道德建设成为政治思想领域研究和探讨的重要问题。国家公职人员作为党和国家政策制度的研究者,社会事务的管理者,政策实施的落实者,不仅是人民公众关注的中心,更是治理国家的核心力量。他们的道德追求、价值取向和实际表现,对社会的发展有着导向性的作用。我国实施依法治国和以德治国相结合的战略,提高国家公职人员的道德建设水平是其中重要检验标准和战略任务。在当前形势下,我国国家公职人员(即公务员)道德建设面临着全新的问题和挑战,这就要求我们在深入研究国家管理制度体系政策的基础上,进一步顺应时代发展变化要求,总结取得的成绩,发现存在的问题并及时提出应对的策略,进而推动新时期国家公务员道德建设迈上新台阶。根据上述观点,本文反思了当代中国公务员道德建设的现状,详细论述了公务员应有道德建设的理论基础和思想借鉴,并重点论述了提出了提升公务员职业道德水平的意见和建议。本文第一部分分析了我国公务员道德建设的现状,总结了取得的成绩,列举了道德缺失的主要表现。第二部分着重从以“敬业”为核心的理论基础、以伦理与道德相区分的伦理观为基础以及借鉴反思西方公务员道德建设理论三个方面分析论证了公务员应有道德建设的理论基础。第三部分依据社会关系构成,从正确行使国家行政职能、遵从特定职业操守、为人民群众服务的责任担当及家庭美德示范效应四个方面阐释了我国公务员应有道德建设的具体要求。最后一部分从加强公务员应有道德的内在修为和强化公务员道德修养的外在保障以及促进二者相互衔接融合三个方面提出了公务员应有道德建设实现途径及增进公务员职业伦理建设的对策和建议。本文旨在通过对公务员应有道德建设问题进行研究,能够有效促进当代中国公务员伦理道德建设,政通才能人合,国家的治理需要通过政策制定者和执行者来贯彻落实。希望本文能在理论建设和实际操作上对公务员道德修养的提升起到良好的推动作用。同时相信,我国公务员应有道德建设通过系统的理论发展和公务员自身的不断努力,逐步改善行政运行的外在环境断,其道德建设水平一定能够适应经济和社会发展的新要求,并进而促进我国政治生态的良性发展。
[Abstract]:China's administrative system is a hierarchical management system with civil servants at all levels as an important component. Public officials at all levels play an important role in the construction of socialism with Chinese characteristics, which has pushed forward the economic development and social progress. Party members and cadres have formed tremendous creativity, combat effectiveness and cohesion. However, with the development of economy and the progress of society, people's ideology, value pursuit orientation and moral cognition level have changed from single to complex, and ideological and moral construction has become an important issue in the field of political and ideological research and discussion. As the researcher of the party and state policy system, the manager of social affairs and the implementer of the policy, state public officials are not only the center of the people's attention, but also the core force of governing the country. Their moral pursuit, value orientation and actual performance play a leading role in the development of society. It is an important test standard and strategic task for our country to carry out the strategy of combining the rule of law with the rule of virtue and to improve the level of moral construction of national public officials. Under the current situation, the moral construction of our country's national public officials (that is, civil servants) is facing new problems and challenges, which requires us to further adapt to the development and changes of the times on the basis of in-depth study of the policies of the national management system. This paper summarizes the achievements, finds out the existing problems and puts forward the corresponding strategies in time, and then promotes the national civil servants' moral construction to a new level in the new period. According to the above views, this paper reflects on the present situation of civil servants' moral construction in contemporary China, and discusses in detail the theoretical basis and ideological reference of civil servants' moral construction. The author puts forward some suggestions and suggestions on how to improve the professional ethics of civil servants. The first part of this paper analyzes the current situation of civil servants' moral construction in China, summarizes the achievements, and lists the main manifestations of moral deficiency. The second part focuses on the theoretical basis of "professionalism" as the core. On the basis of the ethics view which distinguishes the ethics from the morals, the author analyzes and proves the theoretical basis of the civil servants' moral construction from three aspects: the theory of the moral construction of the western civil servants. The third part is based on social relations, from the correct exercise of state administrative functions, compliance with specific professional ethics, The responsibility of serving the people and the demonstration effect of family virtue explain the concrete requirements of the moral construction of civil servants in our country. In the last part, the author puts forward the ways to realize and promote the construction of civil servants' due morality from three aspects: strengthening the internal revision of civil servants' morality and strengthening the external guarantee of civil servants' moral accomplishment, and promoting the convergence and fusion of the two aspects. The purpose of this paper is to study the problem of civil servants' moral construction, which can effectively promote the construction of civil servants' ethics and morality in contemporary China. The governance of the country needs to be carried out by the policy makers and the executors. I hope this paper can play a good role in the promotion of civil servants' moral cultivation in theory construction and practical operation. At the same time, it is believed that the moral construction of civil servants in our country should gradually improve the external environment of the administrative operation through the systematic theoretical development and the continuous efforts of the civil servants themselves, and the level of their moral construction must be able to meet the new requirements of economic and social development. And then promote the benign development of our country's political ecology.
