优化与整合:地方政府间区域合作治理体系重构

【摘要】：当前,由于地方政府间区域合作治理体系的碎片化进而引发区域合作治理过程中碎片化问题的产生,已成为区域合作治理的严重障碍,需要进行优化与整合。总体思路是:进行价值重塑,构建实现合作共赢目标的价值理念;优化权责设计,构建实现问题结果导向的权责体系;实现制度优化,构建实现过程控制功能的制度体系;促进政策协同,构建实现区域共同发展的政策过程;加强利益调节,构建实现补偿与共享的利益协调机制;进行资源整合,构建实现互补与共享的资源运行机制。
[Abstract]:At present, the fragmentation of regional cooperative governance system among local governments, which leads to the emergence of fragmentation in the process of regional cooperative governance, has become a serious obstacle to regional cooperative governance, which needs to be optimized and integrated. The general ideas are: remolding the value, constructing the value concept of realizing the win-win goal, optimizing the design of power and responsibility, constructing the system of power and responsibility to realize the problem result orientation, realizing the system optimization, constructing the system of realizing the process control function; Promote policy coordination, construct policy process to realize regional common development; strengthen interest regulation, construct benefit coordination mechanism to realize compensation and share; carry on resource integration, construct resource operation mechanism to realize complementary and shared resources.
