网络谣言治理中的政府作用研究

【摘要】：在互联网迅速发展之际,网民参政议政的渠道被大大拓宽,但是我国目前处于社会转型之际,存在诸多的矛盾和不平衡。致使一些不法分子为谋求私利,借机利用互联网平台来散布谣言,制造社会混乱和恐慌情绪。虽然我国从2000年以前就已经开始查处网络谣言,但是由于谣言规模和数量不大、危害性较小,政府对其重视程度和打击力度也一直较弱。但是在2011年5月国家互联网信息办公室成立,这标志着政府对网络信息及舆情管理的重视程度已经提升到了国家政治层面。习近平主席在多次会议中,反复强调了网络舆论导向的重要性,能否正确引导网络舆论导向,关系到国家和谐长治久安、关系到我党的前途命运、关系到群众的向心力和凝聚力。对于网络舆情的监督和控制,已然成为新时期一个重大的问题。 政府作为公共事务的管理者,在治理网络谣言上要坚持“正能量是总要求、管得住是硬道理”,一方面要更快、更稳占领新兴舆论阵地,另一方面则要加强网站监控管理,依法依规打击网络谣言,深入推进文明办网、文明上网、净化网络空间,维系社会稳定和谐。
[Abstract]:With the rapid development of the Internet, the channels for Internet users to participate in government and discuss politics have been greatly broadened. However, there are many contradictions and imbalances in China at present when the society is in transition. Some lawbreakers use Internet platforms to spread rumors and create social chaos and panic for personal gain. Although our country has started to investigate and deal with network rumors since 2000, because the scale and quantity of rumors are not large, and the harm is relatively small, the government has always paid less attention to it and has been weak in cracking down on it. But the establishment of the National Internet Information Office in May 2011 marked the rise of the government's emphasis on the management of online information and public opinion to the national political level. In many meetings, President Xi Jinping has repeatedly stressed the importance of the guidance of public opinion on the Internet. Whether or not he can correctly guide the direction of public opinion on the Internet has a bearing on the national harmony and long-term stability, and on the future and destiny of our party. It is related to the centripetal force and cohesion of the masses. The supervision and control of network public opinion has become a major problem in the new era. As the manager of public affairs, the government should insist on "positive energy is the total requirement, and control is the absolute principle," on the one hand, to occupy the new public opinion position more steadily, on the one hand, and to strengthen the monitoring and management of the website, on the other. Crack down on network rumors according to laws and regulations, promote civilized network, clean up cyberspace and maintain social stability and harmony.
