农村“草根性”社会工作创新发展——以东北农民志愿者的自助实践为中心

【摘要】：在当下中国农村空心化、乡村缺乏发展能力的背景下,农村社会工作作为反贫困和新农村建设的重要专业手段备受关注。但在具体的介入实践中,由于存在外在性、非持续性、专业霸权性等特点,使得农村社会工作出现无视乡村历史文化脉络和权力关系的"文化识盲"困境。"草根性"农村社会工作模式是克服这一困境的有益尝试。该模式是在乡村农民志愿者开展公益性社区互助活动基础上概括而成,重视挖掘乡村内部新乡贤、农民公共组织在开展富有草根性、自助性、公共性的公益行为方面的主体性优势,先营造适合专业社会工作介入的村庄公共性环境,再推进专业社工培育农村公共人才的规范化建设,为农村可持续性减贫与发展提供内在驱动力。
[Abstract]:Under the background of China's rural hollowing and rural lack of development ability, rural social work as an important professional means of anti-poverty and new rural construction has attracted much attention. However, in the specific intervention practice, due to the existence of externality, non-sustainability, professional hegemony and other characteristics, social work in rural areas appears to ignore the historical and cultural context of rural and power relations "cultural blindness" dilemma. Grassroots rural social work model is a useful attempt to overcome this dilemma. This model is summarized on the basis of public welfare community mutual aid activities carried out by rural farmers' volunteers. It attaches great importance to excavating the new rural talents in the countryside, and the farmers' public organizations are carrying out grass-roots and self-help activities. The subjective advantage of public welfare behavior is to create a village public environment suitable for the involvement of professional social work, and then to promote the standardized construction of professional social workers to cultivate rural public talents. Provide an intrinsic driving force for sustainable rural poverty reduction and development.
