结构转换、权力互动与基层社会治理创新——以宁波市北仑区“三位一体”模式为个案的分析

【摘要】：为适应经济社会发展的深刻变革,应对基层社会治理中的各种挑战,寻求基层社会治理创新的新突破,宁波市北仑区在探索基层社会治理创新中形成了以"区域党组织为领导核心、公共服务中心为依托、协商议事组织为基础"的"三位一体"的治理模式,取得了显著成效,产生了积极的示范效应。文章以北仑区"三位一体"治理模式作为个案,围绕治理结构转换、权力互动与基层社会治理创新之间的关系考察这一模式的运作机理与实践成效;同时,从学理层面解读该治理模式的适用性及其限度,为地方政府进一步推进基层社会治理创新提供有益的经验与启示。
[Abstract]:In order to adapt to the profound changes in economic and social development, we should seek new breakthroughs in the innovation of social governance at the grass-roots level. In exploring the innovation of grass-roots social governance, Ningbo Beilun District has formed a "trinity" governance model, which is based on "regional party organizations as the leading core, public service centers as the basis, consultation and deliberative organizations as the basis", and has achieved remarkable results. Has produced the positive demonstration effect. Taking the "trinity" governance model of Beilun District as a case, the paper examines the operation mechanism and practical effect of the model around the transformation of governance structure, the relationship between power interaction and grass-roots social governance innovation. At the same time, the applicability of the governance model and its limits are interpreted from a theoretical perspective, which provides useful experience and inspiration for the local government to further promote social governance innovation at the grass-roots level.
