我国城市社区公共服务供给中政府失灵问题研究

【摘要】：城市社区公共服务供给是政府的一项重要职能。政府正确的角色定位是城市社区公共服务有效供给的重要保障。我国城市社区公共服务供给中出现了“政府失灵”的现象,主要表现为:政府主导的供给模式导致社区公共服务供需结构不平衡、政府的垄断式供给导致社区公共服务供给严重不足、政府的预算紧缺导致社区公共服务资金缺口大、政府的政策失误导致社区公共服务供给效率低下等。究其原因,关键在于政府没有根据市场和社会的发展情况适时地调整自身的角色,与市场和社会的发展出现了脱节,角色越位、错位、缺位现象并存,行政化倾向严重,资金投入不足,无法满足社区居民的需求。针对当前我国城市社区公共服务供给中的政府失灵问题,笔者在借鉴英美两国的有益经验基础上,提出应以整体性治理理论为切入点,对各个治理主体进行有效整合,构建起多元化的城市社区公共服务供给体系,以政府为主导地位,强化政府的培育者、服务者、监督者角色,弱化政府的生产者角色。社区自治组织、非营利组织、企业各自发挥独特作用,彼此相互配合,互为补充,良性互动,最大程度地满足城市社区居民不断增长的公共服务需求。
[Abstract]:Urban community public service supply is an important function of government. The correct role of government is an important guarantee for the effective supply of urban community public service. The phenomenon of "government failure" appears in the supply of urban community public service in our country. The main manifestation is that the supply pattern led by the government leads to the imbalance of the supply and demand structure of the community public service. The monopoly supply of the government leads to the serious shortage of the community public service supply, the shortage of the government budget leads to the large fund gap of the community public service, and the failure of the government policy leads to the inefficiency of the community public service supply. The key reason lies in the fact that the government has not adjusted its role properly according to the development of the market and society, which is out of touch with the development of the market and society. The phenomenon of role offside, dislocation and absence coexist, and the tendency of administration is serious. Insufficient capital investment, unable to meet the needs of community residents. Aiming at the problem of government failure in the supply of urban community public service in our country, the author, on the basis of the beneficial experience of Britain and the United States, puts forward that the whole governance theory should be taken as the starting point to effectively integrate the various governance subjects. To construct a pluralistic supply system of urban community public service, to take the government as the leading position, to strengthen the role of cultivator, server and supervisor of the government, and to weaken the producer role of the government. Community autonomous organizations, non-profit organizations and enterprises play a unique role, cooperate with each other, complement each other, and interact positively to meet the growing public service needs of urban community residents to the greatest extent.
