唐山市构建公共资源交易监管体系问题研究

【摘要】：建立统一规范的公共资源交易市场,是党中央、国务院推进行政管理体制改革的重要举措,各级政府也越来越重视公共资源交易市场建设工作。构建公共资源交易监管体系是保障公共资源交易市场规范运行,确保公共资源交易公开、公平、公正,遏制贪污腐败行为发生的重要途径。唐山市如何建立统一、公开的公共资源交易运行方式,规范交易活动；如何构建综合监管机制,实现交易监管的权力制衡；如何引入社会监督机制,促进交易公平；如何完善交易诚信体系建设,维护社会公正。本文对以上这些问题作出了深入的分析和研究。本文首先从我国开展公共资源交易的建设背景入手,研究了为何开展公共资源交易监管的理论依据,然后对唐山市公共资源交易的监管现状进行分析,找出公共资源交易监督管理存在的问题并分析其原因,对国内外开展公共资源交易监管的成功经验进行实证对比,提出构建唐山市公共资源交易监管体系的对策。内容包括：一是提出了建立统一、公开的公共资源交易运行方式；二是建立权力制衡的综合监管机制；三是建立健全监管法律法规体系；四是延伸扩大公共资源交易监管范围；五是引入社会监督机制监管公共资源交易；六是完善公共资源交易诚信体系建设。从六个方面来构建唐山市公共资源交易监管体系。本文充分运用公共资源交易监管理论紧密联系唐山实际,所构建的唐山市公共资源交易监管体系能更好的帮助唐山市开展公共资源交易招投标监管工作。本文找出的唐山市公共资源交易监管问题和不足,是我国当前开展公共资源交易监管所普遍存在的,对今后全面推进公共资源交易市场建设起到了很好的指导作用,也具有一定的参考价值。
[Abstract]:The establishment of a unified and standardized public resource trading market is an important measure for the Party Central Committee and the State Council to promote the reform of the administrative management system, and governments at all levels attach more and more importance to the construction of the public resource trading market. The construction of public resource transaction supervision system is an important way to guarantee the standardized operation of public resource transaction market, to ensure that public resource transaction is open, fair and just, and to curb the occurrence of corruption and corruption. How to establish a unified and open mode of public resource transaction in Tangshan City, how to regulate the trading activities, how to construct a comprehensive supervision mechanism to realize the power balance of transaction supervision, how to introduce social supervision mechanism, and how to promote fair transaction; How to improve the trading integrity system construction and maintain social justice. This article has made the thorough analysis and the research to these questions. This paper begins with the background of the construction of public resource transaction in our country, studies the theoretical basis for the supervision of public resource transaction, and then analyzes the current situation of supervision of public resource transaction in Tangshan City. This paper finds out the problems existing in the supervision and management of public resource transactions and analyzes the reasons for them. It makes an empirical comparison of the successful experiences of developing the supervision and management of public resource transactions at home and abroad, and puts forward some countermeasures to construct the supervision system of public resource transactions in Tangshan City. The contents include: first, the establishment of a unified and open mode of operation of public resource transactions; second, the establishment of a comprehensive regulatory mechanism of power checks and balances; third, the establishment of a sound regulatory system of laws and regulations; fourth, the extension and expansion of the scope of supervision of public resource transactions; The fifth is to introduce the social supervision mechanism to supervise the public resource transaction, and the sixth is to perfect the integrity system of the public resource transaction. From six aspects to build Tangshan City public resources trading regulatory system. This paper makes full use of the theory of public resource transaction supervision to closely link with the practice of Tangshan. The system of public resource transaction supervision in Tangshan can better help Tangshan to carry out the supervision of public resource transaction bidding. The problems and deficiencies in the supervision of public resource transaction in Tangshan City, which are widely existed in our country at present, have played a good guiding role in promoting the construction of public resource trading market in the future. Also has certain reference value.
