山东日照市公路管理局材料处战略诊断研究

【摘要】:在山东省沥青市场上,各地市公路局材料部门成为市场占领者。目前,虽然日照市公路管理局材料处依托自体制优势处于市场领导者地位,但存在的问题一定程度上阻碍了单位发展,本文认为最突出的问题表现在战略管理方面。材料处的运作按照一般经营性事业单位进行管理,通常情况下,按照日照市公路管理局下达的目标开展经营活动,如今经营性事业单位将面临改革全面转企,材料处要想长远健康发展,必须按照企业管理的规范化要求,对外部环境和内部资源能力进行全面分析,在现有战略的基础上进行调整,重新制定合适的各层战略,并凭借日照临海、港口经济腹地大的区位优势,实现“可持续”、“节能”为目标的健康企业形态。本文的研究,对面临改制的经营性事业单位具有非常重要的参考意义。本文以山东日照市公路管理局材料处为例研究经营性事业单位的战略问题。首先,介绍了战略诊断的相关理论和工具,由于工具较多,主要分析了四种文中使用到的工具;其次对材料处所处的产业环境从发展现状、竞争格局和趋势预测三个方面进行了分析。然后运用PEST明确其所处宏观环境状况。通过价值链分析法对内部环境进行分析,找出材料处的主要优势和劣势。利用SWOT分析模型进一步整合,提出四种战略方案。最后,在对现行战略进行分析诊断的基础上,发现存在的问题,在此基础上,对战略进行了优化调整,制定了短期和长期的战略目标和战略规划,并提出一些实施措施,以确保材料处在经营性事业单位改革中能持续健康发展。
[Abstract]:In Shandong Province asphalt market, each city highway bureau material department becomes the market occupier. At present, although the material department of Rizhao Highway Administration Bureau is in the leading position of market based on the advantage of self-system, the existing problems hinder the development of the unit to some extent. The most prominent problem in this paper is the strategic management. The operation of the Department of Materials shall be managed in accordance with the general operating institutions. Normally, the operation activities will be carried out in accordance with the objectives set by the Rizhao Highway Administration Bureau. Now, the business institutions will be faced with the reform and the overall transformation of enterprises. If the material department wants to develop healthily in the long run, it must make a comprehensive analysis of the external environment and internal resource capacity in accordance with the standardized requirements of enterprise management, adjust on the basis of existing strategies, and reformulate appropriate strategies at all levels. Depending on the location advantage of Rizhao's sea front and port economy hinterland, the healthy enterprise form of "sustainable" and "energy saving" is realized. The research of this paper has very important reference significance for the business institutions facing the reform. This paper takes Rizhao City Highway Administration Department of Shandong Province as an example to study the strategic problems of commercial institutions. First of all, the related theories and tools of strategic diagnosis are introduced. Because there are many tools, four kinds of tools used in this paper are mainly analyzed. Secondly, the paper analyzes the industrial environment from three aspects: current situation, competition pattern and trend prediction. Then the use of PEST to determine its macro-environmental situation. Through the value chain analysis of the internal environment to find out the main strengths and weaknesses of materials. Using the SWOT analysis model to further integrate, put forward four strategic plans. Finally, on the basis of the analysis and diagnosis of the current strategy, the existing problems are found. On this basis, the strategy is optimized and adjusted, the short-term and long-term strategic objectives and strategic plans are formulated, and some implementation measures are put forward. In order to ensure that the material in the reform of business institutions can continue to develop healthily.
