全媒体时代邻避冲突事件治理研究

【摘要】：社会的发展进步促进人民物质文化生活日益提高,互联网普及助推人类进入全媒体时代,人们之间的距离在虚拟空间内被拉进一个地球村。在村子里人们交流顺畅,同时,民主意识、环保意识、法制意识也日益增强。城市化的加速发展导致城市公共设施的不足,近年来,一些带有负外部性的公共设施的兴建频频遭到附近居民的抵制,因为这些设施在给社会全体带来公共利益的同时其负外部性却由附近居民承担。政府及相关公共部门的强行上马,公众的奋力抵抗继而会引发一系列的环境群体性邻避冲突事件。在全媒体时代,实现邻避冲突事件的有效治理迫在眉睫。文章在梳理国内外研究现状的基础上,分析得出我国全媒体时代邻避冲突事件治理的机遇和挑战。在对我国近10年来主要发生的邻避冲突事件进行对比分析的基础上,总结得出我国邻避冲突事件治理取得的成绩、存在问题以及问题的成因。以北京阿苏卫垃圾焚烧发电厂事件、宁波PX事件、四川什邡宏达钼铜事件为代表案例,剖析我国政府在实践中治理邻避冲突事件的困境以及全媒体化信息传播的作用。运用媒介理论、集体行动理论、治理理论、二级传播理论等作为理论指导,借鉴国外邻避冲突事件的治理方式,然后结合我国实际国情,并针对我国邻避冲突事件治理存在的主要问题,最后得出全媒体时代我国邻避冲突事件的治理对策。本文以全媒体时代为大背景来分析我国邻避冲突事件的治理,与传统媒体时代、新媒体时代信息传播对邻避冲突事件治理的影响形成鲜明对比,从而为我国全媒体时代邻避冲突事件的治理以重要启示。
[Abstract]:The development and progress of society promote the people's material and cultural life to improve day by day. The popularization of the Internet helps people enter the age of all media. The distance between people is drawn into a global village in the virtual space. In the village people communicate smoothly, at the same time, democratic consciousness, environmental protection consciousness, legal system consciousness also increases day by day. The accelerated development of urbanization has led to the shortage of urban public facilities. In recent years, the construction of some public facilities with negative externalities has been frequently resisted by nearby residents. Because these facilities bring public benefits to the whole society, but their negative externalities are borne by nearby residents. A series of environmental conflicts can be triggered by the government and related public departments, and the public resistance will lead to a series of environmental groups. In the age of all media, it is urgent to realize the effective governance of conflict avoidance events. On the basis of combing the current research situation at home and abroad, this paper analyzes the opportunities and challenges of the conflict avoidance in the whole media era of our country. Based on the comparative analysis of the main conflict avoidance events in recent 10 years in China, this paper summarizes the achievements, problems and causes of the problems in the governance of the neighboring conflict avoidance events in China. Taking the case of Beijing Asuwei garbage incineration power plant, Ningbo PX incident and Sichuan Shifang Hongda molybdenum and copper incident as the representative cases, the paper analyzes the plight of our government in managing the neighboring conflict avoidance incident in practice and the role of the whole media in information dissemination. Using media theory, collective action theory, governance theory, two-level communication theory as theoretical guidance, and drawing lessons from the governance of conflict avoidance in foreign countries, and then combining with the actual situation of our country, Aiming at the main problems existing in the governance of the conflict avoidance events in our country, the countermeasures of the conflict avoidance events in the whole media era are put forward. This paper takes the whole media age as the background to analyze the governance of the conflict avoidance events in China, which is in sharp contrast to the influence of information dissemination on the governance of the neighboring conflict avoidance events in the traditional media era and the new media era. Therefore, it will give important enlightenment to the governance of the conflict avoidance event in the whole media era of our country.
