南京市建邺区社会组织发展存在的问题及对策研究

【摘要】：随着经济社会的不断发展,社会对社会组织的需求日益凸显,政府对社会组织的支持不断加强,社会组织得到了长足的发展。本文从南京市建邺区——省会城市新城市中心的社会组织成长与发展出发,研究社会组织发展存在问题及对策研究。该区在各级政府促进社会组织发展的大环境下,社会组织得到长足发展,通过采取优化社会组织发展环境、完善监督管理模式、打造扶持政策体系、拓展社会组织领域、提高管理服务水平等措施,有力地促进了该区的社会组织发展,为辖区内公众提供服务,带来福祉。但是,社会组织在发展中也遇到了瓶颈与阻碍,通过图表分析,实证研究了社会组织发展存在的问题,主要从社会组织自身、外部生存环境以及政府培育三个视角,层层分析存在的问题,包括：社会组织本身方面,相对社会需求发展滞后、服务水平低、内部制度建设不完善；外部生存环境方面,政府主导社会组织发展、社会组织社会认同感低、利益驱动社会组织运转；政府培育方面,监管机制缺乏、财政支持不足、官方介入过多等问题。在分析该区社会组织存在问题的成因以及借鉴国内外社会组织培育经验做法的基础上,本文提出通过改进政府与社会组织的关系、加强政府监管与行业自律、加强政府输血和提高社会组织自身造血能力三个方面的对策建议,希望对社会组织的优化发展具有一定的建设性作用。
[Abstract]:With the development of economy and society, the demand for social organizations is becoming more and more prominent, and the government's support for social organizations has been strengthened constantly, and social organizations have been greatly developed. Starting from the growth and development of social organization in Jianye District, capital city of Nanjing, this paper studies the existing problems and countermeasures of social organization development. Under the environment of promoting the development of social organizations by governments at all levels in the region, social organizations have made considerable progress. By adopting the measures to optimize the development environment of social organizations, to perfect the supervision and management model, to create a supportive policy system, and to expand the field of social organizations, Measures such as improving the level of management and services have contributed to the development of social organizations in the area, providing services to the public in the district and bringing about welfare. However, social organizations also encounter bottlenecks and obstacles in their development. Through the chart analysis, the paper empirically studies the problems existing in the development of social organizations, mainly from the perspectives of the social organization itself, the external living environment and the cultivation of the government. Layer by layer analysis of the problems, including: the social organization itself, relative to the development of social needs lag, low level of service, internal system construction is not perfect; In terms of external living environment, the government dominates the development of social organizations, the social identity of social organizations is low, the interests drive the operation of social organizations; in the aspect of government cultivation, the supervision mechanism is lacking, the financial support is insufficient, and the official intervention is excessive. On the basis of analyzing the causes of the problems existing in social organizations in this area and drawing lessons from the experience and practice of cultivating social organizations at home and abroad, this paper proposes to strengthen government supervision and industry self-discipline by improving the relationship between the government and social organizations. The countermeasures and suggestions on strengthening government blood transfusion and improving the hematopoiesis ability of social organizations are expected to play a constructive role in the optimization and development of social organizations.
