长春市农民工医疗保障问题与对策研究

【摘要】：随着城镇化脚步加快与城乡一体化持续发展,农民工医疗保障问题已成为影响我国城镇化与城乡发展一体化的重大问题。基于农民工医疗保障问题的重要性和农民工群体对医疗保障的迫切需求,对农民工医疗保障问题进行分析并提出可行性的解决方案,对于完善现有医疗保障,推进城镇化建设,推动社会公平和谐,具有重要意义。历经数十年的改革与发展,长春市农民工的医疗保障虽然得以不断完善,但仍然存在一些问题。首先,在各医疗保险制度仍然以地方为实际施政的主体,并由此导致问题的发生,例如农民工参加医疗保障限制多、异地报销与衔接难等。其次,我国法律没有明确农民工医保的企业问责机制,加上政府与社会的援助不足,导致了私营企业中农民工参保热情差强人意,农民工对于现有医疗保障并不完全认可。因此,解决长春市农民工医疗保障问题应该在城乡医疗保障体系、医疗保险制度、法律政策、医疗资源等方面寻求突破。首先,实现长春市农民工医疗保障与现有医疗保障接轨,将城市人口、农民工与农民有机地联系起来,构建一体化的城乡保障；其次,在长春市范围内改革居住证准入制度,将进城农民工的医疗确立为城市居民医疗保障的一部分,以破除城乡二元壁垒为主体兼顾其他,使农民工享受城镇化发展的红利；再次,实行市级统筹与运营,将多种医疗保险制度有机结合,让更多的农民工融入城市、扎根城市；最后,通过完善企业农民工权益保障制度、建立农民工医疗救助基金统筹机制、建立农民工个人信息服务平台等一系列机制措施,缓解由于农民工医疗保障的缺失而带来的社会压力。总之,通过建立长春市城乡一体化的医疗保障,让农民工医疗保障在不分户籍、不分阶层、公平均等的条件下运行,最终实现建立真正的有保障的新型农村人口的城镇化。
[Abstract]:With the acceleration of urbanization and the sustainable development of urban-rural integration, the medical security of migrant workers has become a major problem affecting the integration of urbanization and urban and rural development in China. Based on the importance of the medical security of migrant workers and the urgent need of the migrant workers to the medical security, this paper analyzes the medical security of migrant workers and puts forward feasible solutions, which will improve the existing medical security and promote the construction of urbanization. It is of great significance to promote social fairness and harmony. After decades of reform and development, the medical security of rural migrant workers in Changchun has been improved, but there are still some problems. First of all, the local medical insurance system is still the main body of the actual administration, which leads to the occurrence of problems, such as more restrictions on the participation of migrant workers in medical security, difficulties in reimbursement and convergence in different places, and so on. Secondly, there is no clear corporate accountability mechanism for migrant workers' health insurance in our country, together with insufficient government and social assistance, which leads to the poor enthusiasm of migrant workers in private enterprises to participate in insurance, migrant workers for the existing medical security is not fully recognized. Therefore, to solve the medical security problem of rural migrant workers in Changchun should seek a breakthrough in the medical security system, medical insurance system, legal policy, medical resources and so on. First of all, the realization of Changchun City migrant workers medical security and the existing medical security in line with the urban population, migrant workers and farmers organically linked to build an integrated urban and rural security; Secondly, reform the permit admission system in Changchun, establish the medical treatment of migrant workers in cities as a part of the medical security of urban residents, to break down the dual barriers between urban and rural areas as the main consideration of other, so that migrant workers enjoy the dividend of urbanization development; Third, the implementation of municipal overall planning and operation, the organic combination of a variety of medical insurance system, let more migrant workers into the city, take root in the city; Finally, through perfecting the system of protecting the rights and interests of migrant workers in enterprises, establishing an overall mechanism of medical assistance fund for migrant workers, and establishing a personal information service platform for migrant workers, a series of mechanism measures are taken. Ease the social pressure caused by the lack of medical insurance for migrant workers. In a word, through the establishment of the medical security of the integration of rural and urban areas in Changchun, the medical security of migrant workers can run under the condition of equality and equality regardless of household registration, class and class, and finally realize the urbanization of the new rural population with real security.
