北京市基层公务员培训有效性研究

【摘要】:培训的一个重要问题就是提升培训的有效性,公务员的有效培训,就是通过培训的有效手段,使公务员的知识、技能在培训后得到提高,并将之应用到工作中,更好的为人民群众服务。基层公务员人数多,基数大,覆盖面广,遍布政府的基层行政机构中,他们的素质和能力是政府执政水平的直接反应。基层公务员培训关系着政府在群众心中的形象,但是目前的基层公务员培训却存在着有效性不高的问题。尽管如此,对于培训的学术研究依然集中于理论方面,专门研究公务员培训有效性的不多。因此,本文主要研究北京市基层公务员培训有效性的问题,对北京市基层公务员进行数据调查,分析其培训现状,找出北京市基层公务员培训过程中的问题,并提出完善对策,为北京市基层公务员的培训提供建设性的意见和建议。首先,本文综合分析了培训有效性的相关文献和理论基础,其次通过对北京市基层公务员培训的调查数据进行分析,综合运用柯氏四层模型和CIPP模型对北京市基层公务员培训的有效性进行了评估,发现其中的问题,最后,在上述研究和分析的基础上,建议要从培训全过程的角度来提高北京市基层公务员的培训有效性,具体对策如下:在培训准备阶段,做好培训需求分析,从组织、人员和工作三个角度来分析,并且要强化分层分类的培训;培训实施阶段,应注重能力培训,减少知识灌输式的培训方式,同时增加互动参与式的培训方法的应用,强化师资队伍等;评估阶段,强化培训评估的重要性,注重结果的反馈与应用。本文用系统的观点,在实证分析的基础上,基于培训全过程的角度探讨北京市基层公务员培训中存在的问题和有效性不高的原因,最终提出提升北京市基层公务员培训有效性的思路的对策。
[Abstract]:An important issue in training is to enhance the effectiveness of training. Effective training for civil servants is to improve the knowledge and skills of civil servants through effective means of training, and apply them to work. Better serve the people. The number of grass-roots civil servants is large, the base is large, and the coverage is wide. Their quality and ability are the direct response of the government's ruling level. The training of grass-roots civil servants is related to the image of the government in the hearts of the masses, but the current training of grass-roots civil servants is not effective. However, the academic research on training is still focused on theory, and the effectiveness of training for civil servants is not much. Therefore, this paper mainly studies the problem of the training effectiveness of Beijing grass-roots civil servants, carries on the data investigation to the Beijing grass-roots civil servant, analyzes its training present situation, finds out the problem in the training process of the Beijing grass-roots civil servant, and puts forward the perfect countermeasure. To provide constructive advice and suggestions for the training of basic level civil servants in Beijing. First of all, this paper comprehensively analyzes the relevant literature and theoretical basis of training effectiveness, and then analyzes the survey data of the training of grass-roots civil servants in Beijing. This paper evaluates the effectiveness of training of grass-roots civil servants in Beijing by using Cor's four-layer model and CIPP model, and finds out the problems. Finally, on the basis of the above research and analysis, It is suggested that the training effectiveness of grass-roots civil servants in Beijing should be improved from the perspective of the whole training process. The specific countermeasures are as follows: in the training preparation stage, the training needs analysis should be done, and the training needs should be analyzed from the three angles of organization, personnel and work. And to strengthen the training of hierarchical classification; In the training implementation stage, we should pay attention to the ability training, reduce the training methods of knowledge infusion, increase the application of interactive and participatory training methods, strengthen the teaching staff and so on. In the evaluation stage, the importance of training evaluation should be strengthened, and the feedback and application of results should be emphasized. On the basis of the empirical analysis, this paper discusses the problems and the reasons why the training of grass-roots civil servants in Beijing is not effective from the point of view of the whole training process. Finally, the paper puts forward some countermeasures to improve the training effectiveness of basic level civil servants in Beijing.
