全民共建共享社会治理格局:概念厘清、内生动力与实践进路

【摘要】：作为当前中国社会治理领域一次全面系统的结构化调整和精细化修正,全民共建共享社会治理格局聚焦于参与主体的"全民性"、过程涵盖的"共建性"和目标锁定的"共享性"。构建全民共建共享社会治理格局,需要秉持系统建构的思维,从理念、体系、制度等维度协同推进,其核心在于重塑多元主体治理理念和价值取向,架构政府与市场、社会三大治理主体协同共建的体系框架,并通过科学完备的制度支撑确保全民共享的目标达成。
[Abstract]:As a comprehensive and systematic structural adjustment and fine revision in the field of social governance in China at present, the governance pattern of the whole people is focused on the "whole people" of the participants. The process covers "co-build" and "shared" of target locking. In order to construct the governance pattern of the whole people, we need the thinking of systematic construction, and push forward from the dimensions of idea, system and system, the core of which is to reshape the multi-subject governance idea and value orientation, and to construct the government and the market. The system framework of the three main bodies of social governance is built together, and the goal of sharing all people is achieved through scientific and complete system support.
