新型城镇化背景下地方政府公共服务供给研究

【摘要】：新型城镇化的目标并不是单纯的发展经济,而是以科学发展观为基本的指导思想,加入了以人为核心、提升公共服务水平等重要内容,最终目标是让每一位城镇居民都能享受到平等、幸福的美好生活。虽然新型城镇化这一命题被提出的时间还不是很长,但是伴随着新型城镇化的推进,我国广大的农村居民从中受益颇多。要使农村的发展不与城市的发展脱节,就要逐步废止在我国存在相当长时间的城乡二元体制。伴随着城镇化的发展,大量农业转移人口进入城市,农业转移人口市民化良好进行的一个保证,就是为他们提供和城市居民同等的公共服务,让他们切实享受到公共服务带来的好处。新型城镇化的重要核心就是公共服务,只有不断提高地方政府的公共服务水平,才能保证新型城镇化的顺利推进。在判断新型城镇化质量好坏与否的标准中,公共服务水平的高低已经成为一个非常关键的指标。拉近地方政府与群众的距离,认真了解群众的公共服务需求,才能高效地提供公共服务。因此,要促进新型城镇化的顺利发展,就要找到提升地方政府公共服务供给水平的正确策略,这对于新型城镇化的实践来说有着重要的意义。本文的研究方法主要包括了文献分析法和数据分析法,通过对相关资料的阅读和数据的收集,首先对公共服务和新型城镇化的相关概念进行定义并综述了国内外相关理论研究成果,为论文提供充分的理论支撑;然后归纳总结了地方政府公共服务的现状以及其中存在的问题;随后具体分析了影响我国地方政府公共服务水平的各种因素;最后,从多个方面为地方政府提升公共服务水平提出了具体对策。本文通过研究发现:我国地方政府在公共服务的供给上还存在着许多问题,主要包括了公共服务的供给总水平不高、供给缺乏效率,东西部地区间公共服务供给不平衡,城市和乡村间的供给差距大,不同群体之间的供给不公平等。造成这些问题出现的原因有很多,主要包括政府对公共服务的投入不足,缺乏健全的供给决策机制,对民众的需求缺少了解,公共服务供给的竞争机制缺乏保障,监管缺位等。本文通过明确新型城镇化对公共服务提出的新要求,找出目前公共服务供给中存在的问题,并对造成问题出现的原因进行分析,最后尝试提出地方政府公共服务水平的改进对策。
[Abstract]:The goal of new urbanization is not simply to develop the economy, but to take the scientific development view as the basic guiding ideology, to join the important contents, such as taking the human being as the core and improving the level of public service, etc. The ultimate goal is to enable every urban resident to enjoy an equal and happy life. Although the proposition of new urbanization has not been put forward for a long time, but with the advancement of new urbanization, the vast number of rural residents in China have benefited a lot from it. In order to keep the rural development from the urban development, we should abolish the urban-rural dual system which has existed for a long time in our country. With the development of urbanization, a large number of agricultural migrants enter the city. A guarantee of the good urbanization of the agricultural transfer population is to provide them with the same public services as the urban residents. Let them enjoy the benefits of public service. The important core of new urbanization is public service. Only by continuously improving the public service level of local government can we guarantee the smooth progress of new urbanization. In judging the quality of new urbanization, the level of public service has become a key indicator. Only by narrowing the distance between the local government and the masses and seriously understanding the public service needs of the masses can public services be provided efficiently. Therefore, to promote the smooth development of new urbanization, we must find the correct strategy to improve the level of local government public service supply, which is of great significance to the practice of new urbanization. The research methods of this paper mainly include literature analysis and data analysis, through the reading of relevant materials and data collection, Firstly, it defines the related concepts of public service and new urbanization and summarizes the relevant theoretical research results at home and abroad, which provides sufficient theoretical support for the thesis. Then it summarizes the current situation of local government public service and the existing problems, and then analyzes the factors that affect the level of local government public service. Finally, from many aspects for local governments to improve the level of public services put forward specific countermeasures. This paper finds out that there are still many problems in the supply of public services by local governments in our country, including the low level of supply of public services, the lack of efficiency of supply, the imbalance of supply of public services between the east and the west, and the imbalance of the supply of public services between the eastern and western regions. The gap between urban and rural supply is large, and the supply between different groups is unfair. There are many reasons for these problems, including insufficient government investment in public services, lack of sound supply decision-making mechanism, lack of understanding of the needs of the public, lack of security of competition mechanism of public service supply, lack of supervision and so on. By clarifying the new demands of new urbanization on public services, this paper finds out the problems existing in the supply of public services, and analyzes the causes of the problems. Finally, the author tries to put forward the improvement countermeasures of the local government's public service level.
