项目治乡:项目制基层执行中“规则转化”与治理

【摘要】:专项转移支付已经成为中央对地方转移支付的重要形式,项目制成为一种新的国家治理体制。目前研究存在"制度"与"利益"两种分析框架,两者对项目制价值的整体判断有着尖锐的对立。本文以"乡镇"为项目制的研究起点,用"变通"理论观照项目制的基层执行,把项目制在基层的执行要素分解为四个方面:制度、结构、关系和技术。本文认为,项目制执行除发包部门的官僚制运作外,还必须经常性地转化基层权力系统和启用社会机制,才能有效提升项目的执行力和实现项目的最终落地。
[Abstract]:Special transfer payment has become an important form of central to local transfer payment, and project system has become a new national governance system. At present, there are two analytical frameworks, "system" and "benefit", which have sharp opposition to the whole judgment of the value of project system. This paper regards "township" as the research starting point of the project system, views the basic level execution of the project system with the "alternative" theory, and decomposes the execution elements of the project system at the grass-roots level into four aspects: system, structure, relationship and technology. This paper holds that in addition to the bureaucratic operation of the contracting department, the implementation of the project system must constantly transform the grass-roots power system and enable the social mechanism in order to effectively enhance the execution power of the project and realize the final landing of the project.
