西方国家社会治理的理念及启示

【摘要】：在科技不断发展,经济全球化趋势愈演愈烈的今天,各种各样的社会问题层出不穷。如何根据时代要求推进社会治理创新,是世界各国共同面对的重大问题,对于中国政府来说,更是一项重要任务。西方国家在经济大衰退的背景下开始了治理理论探索,提出了社会治理多元参与、民主化、多方合作以及治理方式制度化的理论,为公共组织和个人提供治理社会的机会。在此基础上,西方各国建立了利益协调机制,保证平衡各方利益,有效避免社会冲突。协力治理机制作为事中运行机制,使各治理主体相互合作协力治理。事件发生后,作为应急环节的风险控制机制,能够有效解决问题。西方国家在社会治理方面,通过扩大公众参与的范围和程度,政府加强社会治理,以达到对社会治理的高度重视。西方国家开展富有成效的探索,提高了治理效率,降低了社会治理的成本,最大化的实现了公众利益,在治理方面积累的丰富的经验。作为发展中国家的中国,在改革开放和现代化建设的进程中,尤其重视社会治理的发展创新。但是我们也清醒地看到,在社会事业发展和社会治理方面,我们还存在很多不足,地区之间发展的不平衡、一些社会成员之间收入差距过大,政府职能还有待于完善。本文以“西方国家社会治理的理念及启示”为题,准备通过运用以政治学分析为主、以政治学与其他学科研究方法相结合的方式,在对社会治理理论分析的基础上,重点剖析西方国家社会治理过程中的理念,结合我国当前实际情况并借鉴西方经验,推动我国社会治理创新。
[Abstract]:With the development of science and technology and the increasing trend of economic globalization, all kinds of social problems emerge in endlessly. How to promote the innovation of social governance according to the requirements of the times is a major problem faced by all countries in the world, and it is also an important task for the Chinese government. Under the background of economic recession, western countries began to explore the theory of governance, and put forward the theories of pluralistic participation, democratization, cooperation and institutionalization of social governance, which provided opportunities for public organizations and individuals to govern the society. On this basis, the western countries set up the interest coordination mechanism to balance the interests of all parties and effectively avoid social conflicts. The cooperative governance mechanism acts as the operational mechanism, which enables the main bodies of governance to cooperate and cooperate with each other. After the event, as an emergency risk control mechanism, can effectively solve the problem. In the aspect of social governance, the government strengthens social governance by expanding the scope and degree of public participation in order to attach great importance to social governance. Western countries carry out fruitful exploration, improve the efficiency of governance, reduce the cost of social governance, maximize the realization of public interest, and accumulate rich experience in governance. As a developing country, China attaches great importance to the development and innovation of social governance in the process of reform, opening up and modernization. But we also soberly see that in the development of social undertakings and social governance, we still have a lot of shortcomings, the imbalance of development between regions, the income gap between some social members is too large, and the functions of the government still need to be improved. Under the title of "the idea and Enlightenment of Social Governance in Western countries", this paper intends to analyze the theory of social governance on the basis of the analysis of political science and the combination of political science and other research methods. This paper focuses on the analysis of the ideas in the process of social governance in western countries, combines the current situation of our country and draws lessons from western experience to promote the innovation of social governance in our country.
