我国购买服务中政府与社会组织合作模式研究

【摘要】：政府购买社会组织公共服务作为政府提供公共服务的一种新理念、新趋势,将部分公共服务供给任务交由社会组织完成,体现了加快转变政府职能、建立公共服务型政府的决心,通过创新公共服务供给方式,有利于提高公共服务供给效率。本论文采用理论与实证相结合、问题与对策相结合、国内外研究成果相结合的方式,在清晰界定政府购买社会组织公共服务相关概念、厘清购买服务中政府与社会组织合作的理论依据与现实动因、把握购买服务中政府与社会组织合作的适应范围基础上,通过吸收和借鉴当代理论和实践经验,梳理出公共服务购买中政府与社会组织合作的“补助——赋能”、“授权——承接”、“合同——竞争”、“凭单——结算”、“投资——收益”五种主要模式。深入探讨五种模式在我国公共服务购买中的应用,并据此分析我国购买服务中政府与社会组织合作模式存在的问题与优化路径,以期从合作模式完善与创新的角度为改善我国政府公共服务购买现状、推进政府与社会组织合作提供有益启示。我国对公共服务购买中政府与社会组织合作模式的应用主要集中在“补助——赋能”、“授权——承接”、“合同——竞争”、“凭单——结算”四个方面,鉴于我国购买服务实践中政社合作模式在宏观政策环境、合作方式的路径选择、社会组织发展状况、具体操作上存在诸多不足,应着重从完善立法、探索道路、摆脱障碍、搭建平台四个方面探索我国购买服务中政府与社会组织合作模式的优化路径。
[Abstract]:As a new concept and trend of the government to provide public service, the government buys the public service of social organization and gives part of the public service supply task to the social organization to complete, which reflects the speeding up the transformation of the government function. The determination of establishing public service-oriented government can improve the efficiency of public service supply by innovating the mode of public service supply. This paper combines theory and practice, problems and countermeasures, and domestic and foreign research results to clearly define the concept of government purchasing public services of social organizations. To clarify the theoretical basis and practical motivation of the cooperation between the government and social organizations in purchasing services, and to grasp the scope of adaptation of the cooperation between the government and social organizations in purchasing services, through absorbing and drawing lessons from contemporary theories and practical experiences. The five main modes of cooperation between government and social organizations in the purchase of public services, such as "subsidization-empowerment", "authorization-undertaking", "contract-competition", "voucher-settlement", "investment-income", are sorted out. This paper probes into the application of five modes in the purchase of public services in China, and then analyzes the problems existing in the mode of cooperation between the government and social organizations in the purchase of services in China and the ways of optimization. From the angle of perfection and innovation of cooperation mode, it can provide beneficial enlightenment for improving the current situation of government public service purchase and promoting the cooperation between government and social organization. The application of the cooperation model between government and social organizations in the purchase of public services in China mainly focuses on four aspects: "subsidization-empowerment", "authorization-undertaking", "contract-competition", "voucher-settlement". In the practice of purchasing services in China, there are many deficiencies in the cooperative mode of political and social cooperation in the macro policy environment, the path choice of cooperation mode, the development of social organization and the concrete operation. Therefore, we should focus on perfecting legislation, exploring the road and getting rid of obstacles. Build the platform in four aspects to explore the mode of government-social organization cooperation in the purchase of services in China.
