善治视野下中国政治稳定机制研究

【摘要】：一个安定的政治环境是实现社会的长期稳定及可持续发展的必要条件,而政治稳定机制作为维护政治环境安定的重要保障,其作用不容忽视或小觑。同时,在当代,善治是世界各国追求的理想治理模式,它是使公共利益最大化的社会管理过程。善治的本质特征就在于它是政府和公民对公共生活的合作管理,是政治国家和公民社会的一种新型关系,是两者之间的最佳状态。善治的基本理念包含了参与、合作以及公共利益最大化。政府与公民社会的共治是善治的实践诉求。政治稳定机制是指能协调处理好在政治心理、政治行为和政治关系等方面偏离社会状态的一系列机构及其运行原理、方式和过程。善治视野下政治稳定机制的价值基础应当是政治认同、政治合作和政治秩序,这是与善治的基本理念联结在一起的,因此,努力构建的政治稳定机制应包括以下三个方面:政治维度上的稳定机制、社会维度上的稳定机制以及政治系统与社会之间的互动机制。然而当前我国政治稳定机制存在一些不足:缺乏牢固的主体合作基础、完善的社会参与机制、适度的社会控制机制等,这些就造成我国的政治认同程度不高、政治合法性基础较为薄弱,并引发了一系列的政治不稳定事件,剖析我国政治稳定机制问题的主要成因,可以得出主要是由于政治权威弱化、利益结构分化、社会阶层分化以及价值观念较为薄弱等造成的。面对我国的现实状况,在善治视野下构建并完善中国政治稳定机制应当从以下三方面着手:一是要完善政治维度上的认同机制,主要是指政治价值、政治制度、公平分配以及政治权威方面的认同机制;二是要完善社会维度上的认同机制,主要是包括政治参与、公民社会、公共领域方面的认同机制;三是要完善政府与社会共治体系,主要体现在公共决策、公共产品供给、公共危机管理这几方面。
[Abstract]:A stable political environment is a necessary condition to realize the long-term stability and sustainable development of the society. As an important guarantee to maintain the stability of the political environment, the political stability mechanism can not be ignored or underestimated. At the same time, in contemporary times, good governance is the ideal mode of governance pursued by countries all over the world, and it is a social management process that maximizes public interests. The essential feature of good governance is that it is the cooperative management of public life between government and citizens, a new relationship between political state and civil society, and the best state between them. The basic concepts of good governance include participation, cooperation, and maximization of public interest. The common governance between government and civil society is the practical demand of good governance. The mechanism of political stability refers to a series of institutions which can coordinate and deal with the deviations from the social state in the aspects of political psychology, political behavior and political relations, as well as their operating principles, methods and processes. The value foundation of political stability mechanism under the vision of good governance should be political identity, political cooperation and political order, which is linked with the basic concept of good governance. The political stability mechanism should include the following three aspects: the stability mechanism in the political dimension, the stability mechanism in the social dimension and the interaction mechanism between the political system and the society. However, there are some shortcomings in the current political stability mechanism of our country, such as the lack of a solid foundation of cooperation between the subjects, the perfect mechanism of social participation, the moderate mechanism of social control, and so on, which result in a low degree of political identity in our country. The foundation of political legitimacy is relatively weak, and has caused a series of political instability events. By analyzing the main causes of the political stability mechanism in China, we can conclude that it is mainly due to the weakening of political authority and the differentiation of interest structure. The social stratum differentiation and the value concept is relatively weak and so on causes. Facing the reality of our country, the construction and perfection of Chinese political stability mechanism under the vision of good governance should be carried out from the following three aspects: first, to perfect the identification mechanism in the political dimension, mainly refers to the political value, the political system, The recognition mechanism of fair distribution and political authority; The second is to improve the social dimension of the identification mechanism, mainly including political participation, civil society, the public domain of the identity mechanism; The third is to improve the system of government and social governance, mainly reflected in public decision-making, public goods supply, public crisis management.
