朝阳市殡葬改革多头管理案例研究

【摘要】:殡葬改革关乎百姓的生老病死,一套成熟的管理体制、管理机制和管理模式将是殡葬改革得以顺利进行的有力保障。朝阳市殡葬管理工作涉及16管理部门,职权交叉、权责不分的多头管理现象非常严重,在我国现有管理体制中具有典型意义,如何识别多头管理问题的成因、提出破解多头管理问题的具体措施,具有很高的研究价值。研究发现,朝阳市殡葬市场管理不规范、行政管理权限种类繁多、职能交叉重叠现象严重。本文对朝阳市殡葬管理体制、管理机制进行了深入分析,访谈了相关部门的工作人员,认为朝阳市殡葬改革多头管理问题的突出表现为管理体制混乱、协调机制不畅和制度设计不科学。究其原因主要在于部门职能交叉纵横、资源配置不平衡和人员配备的刻板效应。为此,笔者提出了设置大部门制、引入三定管理机制和建立制度化管理的破解措施,并总结出了涵盖两个常量、三个变量、一个可变量的识别框架。殡葬改革多头管理不仅是朝阳市,而是绝大多数地方殡葬管理体制所普遍存在的共同性管理困境,能否由此倒推出一种“自下而上”的机构改革方式,是本文尝试迎接的一种挑战。同时本文对推广朝阳市殡葬改革多头管理问题识别框架和破解措施的推广条件和注意事项也分别进行了阐述。最后希望本文能够对我国其他地区的殡葬改革工作提供借鉴和参考。
[Abstract]:The funeral reform is related to the life, old, illness and death of the common people. A mature management system, management mechanism and management mode will be the effective guarantee for the funeral reform to be carried out smoothly. The funeral and interment management work in Chaoyang city involves 16 management departments, whose functions and powers are intertwined, and the phenomenon of many-headed management is very serious. It is of typical significance in the present management system of our country. How to identify the causes of the problems of many-headed management? It is of great value to put forward concrete measures to solve the problem of long-head management. It is found that the funeral market in Chaoyang is not standardized, the administrative authority is various, and the overlapping of functions is serious. This paper makes an in-depth analysis of the funeral management system and management mechanism in Chaoyang City, interviews with the staff of the relevant departments, and thinks that the prominent manifestation of the multiple management problems in the funeral reform in Chaoyang City is the confusion of the management system. The coordination mechanism is not smooth and the system design is not scientific. The main reasons are the crosscutting of departmental functions, the imbalance of resource allocation and the stereotype effect of staffing. For this reason, the author puts forward the countermeasures of setting up large department system, introducing three definite management mechanism and establishing systematic management, and summarizes the identification framework covering two constants, three variables and one variable. The reform of funeral and interment reform is not only a common management dilemma in Chaoyang City, but also a common management dilemma in the vast majority of local funeral and interment management systems. Can a "bottom-up" mode of institutional reform be put forward? This article attempts to meet a kind of challenge. At the same time, the paper expounds the promotion conditions and matters needing attention of the identification framework and crack measures of the multi-head management of the funeral reform in Chaoyang city. Finally, I hope this paper can provide reference for the funeral reform in other regions of China.
