酒泉市政府应对网络舆情研究

【摘要】：习近平同志在2013年曾提出“互联网是我们面临的‘最大变量’;强调要把认真做好网上舆论工作作为当前各级政府的一项重点工作来抓好抓实。随着社会的不断发展,互联网信息时代已全面到来,由于它自身所独具的广泛性、突发性、自由性、互动性和偏差性等特点,广大民众就会利用这个平台来表达自己的意愿,发表自己的看法和意见,从而形成了网络舆情。当政府在制定或者执行方针政策的时候,如果能够重视网络舆情,积极听取或者采纳广大民众的意见建议,就会赢得民众的支持和信赖,这将有利于方针政策的进一步推行和推广,从更深层次意义上也有利于树立政府良好的形象和确保社会稳定,对构建和谐社会起到重要的作用。本篇文章梳理了酒泉市应对网络舆情发展现状,结合酒泉市委突发公共事件应急办公室工作实际,客观分析了酒泉市在应对网络舆情方面取得的成效、存在的问题及产生原因,并对酒泉市政府应对网络舆情的对策进行了研究。首先,对国内外学者关于网络舆情现状进行了总结,并对我国对互联网管理相关的法律法规进行了概括,为下文内容进一步展开奠定基础。其次,从有关专家学者对网络舆情概念与政府关系的研究,进一步阐述网络舆情的定义,网络舆情的形成以及传播路径,论述了网络舆情对政府在制定和执行决策时产生的影响,并提出了政府应重视网络舆情,积极应对网络舆情的重要意义。从国内的现状总体分析论述,为下篇研究酒泉市应对网络舆情总体情况谋篇布局。再次,以酒泉市应对网络舆情机构为例,介绍了基本职能、运行情况及在网站建设、事件办理、软硬件建设方面取得的显著成效。列举了在实际运行中存在的诸如自身建设、机制建设等方面亟待解决的问题并深入剖析了产生的原因。最后,针对存在的问题,提出酒泉市政府如何加强应对网络舆情的具体对策,主要是从加强政府自身建设方面,如采取提高政府门户网站利用度、完善网络发言人制度、加强网络“意见领袖”和网络舆情队伍建设、规范商业网站行为等措施,进一步提高重视程度和加强监管力度;从完善制度建设方面,要进一步强化处置措施、完善预防措施、促进政务公开、完善民意表达机制;从健全体制机制方面,要加强舆情监测和预警、加强对网络舆情的分析与引导;从提高人员素质方面,要加强政府工作人员综合素养和强化对网民的宣传教育工作。通过以上一系列的具体对策,为酒泉市政府今后进一步做好应对网络舆情工作提供依据。
[Abstract]:Xi Jinping said in 2013 that "the Internet is the biggest variable we face," stressing that it is necessary to do a good job of public opinion on the Internet as a priority of the current government at all levels. With the continuous development of society, the Internet information age has arrived in an all-round way. Due to its unique characteristics of extensiveness, spontaneity, freedom, interactivity and deviation, the general public will use this platform to express their wishes. Express their own views and opinions, thus forming the network public opinion. When the government formulates or implements the principles and policies, if it can attach importance to the network public opinion and actively listen to or adopt the opinions and suggestions of the general public, it will win the support and trust of the public. This will be conducive to the further implementation and promotion of the principles and policies, in a deeper sense also conducive to the establishment of a good image of the government and ensure social stability, and play an important role in building a harmonious society. This article combs the current situation of Jiuquan City's response to network public opinion, combines the reality of Jiuquan Municipal Committee emergency public affairs office work, objectively analyzes the achievements, problems and causes of Jiuquan City's response to network public opinion. And the Jiuquan city government to respond to the network public opinion countermeasure has carried on the research. First of all, the domestic and foreign scholars on the status quo of network public opinion are summarized, and the relevant laws and regulations of Internet management in China are summarized, which lays the foundation for the following content to be further developed. Secondly, from the study of the relationship between the concept of network public opinion and the government, the definition of the network public opinion, the formation of the network public opinion and the way to spread the network public opinion are further elaborated. This paper discusses the influence of network public opinion on government decision-making, and points out that the government should attach importance to network public opinion and actively deal with the important significance of network public opinion. From the overall analysis of the current situation in China, this paper aims at the overall layout of Jiuquan City in response to the general situation of network public opinion. Thirdly, taking Jiuquan as an example, the paper introduces the basic functions, operation and remarkable achievements in website construction, event management, software and hardware construction. The problems such as self-construction and mechanism construction in practical operation are listed and the causes are analyzed. Finally, aiming at the existing problems, the paper puts forward the concrete countermeasures of Jiuquan city government how to strengthen the response to the network public opinion, mainly from the aspects of strengthening the government's own construction, such as improving the utilization of the government portal website and perfecting the network spokesman system. Strengthen network "opinion leader" and network public opinion team construction, standardize business website behavior and other measures, further enhance the degree of attention and strengthen supervision; From the aspect of perfecting the system construction, we should further strengthen the disposal measures, perfect the preventive measures, promote the openness of government affairs, and perfect the public opinion expression mechanism. In order to perfect the system and mechanism, we should strengthen the monitoring and early warning of public opinion, strengthen the analysis and guidance of network public opinion, and strengthen the comprehensive accomplishment of government staff and the propaganda and education work for Internet users from the aspect of improving the quality of personnel. Through the above series of specific countermeasures, Jiuquan City government to further do a good job in response to network public opinion to provide the basis.
