公共危机决策中信息问题研究

【摘要】：在今天信息大爆炸的时代,政府的各项决策、尤其是危机决策前所未有地依赖着信息。信息贯穿于整个公共危机治理全过程,无论是危机准备阶段、检测预警阶段、响应处置阶段,还是恢复重建阶段,信息都是公共危机治理最重要的支撑。危机决策更是受制于危机信息来源和质量的可靠性、信息发布和传递的及时性,危机信息的可靠性、及时性特征在很大程度上直接决定着危机决策的正确与否。因公共危机生成的原因、发生的过程极其复杂,而且危机爆发后其发展态势难以按常规判断和预料,信息在短时间内集中出现,且不断变化,加之,信息专业人员缺失和信息技术的有限性,政府决策部门和决策人员在此情境下,必然面临信息收集、处理等诸多困难,这无不时刻挑战政府危机治理能力和水平。为此,要创新政府信息管理理念,树立信息管理法治化、弹性化、透明化理念。建立健全公共危机信息传播机制,建立危机信息报告制度、信息举报制度和信息披露制度,完善公共危机信息反馈机制,充分利用现代信息技术,促进危机决策能力创新。
[Abstract]:In today's era of the Information Bang, government decisions, especially crisis decisions, rely on information as never before. Information runs through the whole process of public crisis management. Information is the most important support of public crisis management, whether it is crisis preparation stage, detection and early warning stage, response disposal stage, or recovery and reconstruction stage. Crisis decision-making is restricted by the reliability of the source and quality of crisis information, the timeliness of information release and transmission, and the reliability and timeliness of crisis information, to a large extent, the correctness of crisis decision-making is directly determined by the reliability of crisis decision-making. Because of the causes of the public crisis, the process of occurrence is extremely complex, and its development trend after the outbreak of the crisis is difficult to judge and predict according to the routine, the information is concentrated in a short period of time, and it is constantly changing, in addition, Because of the lack of information professionals and the limitation of information technology, the government decision-making departments and decision-makers must face many difficulties such as information collection, processing and so on under this situation, which challenges the government's ability and level of crisis management all the time. Therefore, it is necessary to innovate the idea of government information management and establish the idea of rule of law, flexibility and transparency of information management. Establish and improve the mechanism of public crisis information dissemination, establish crisis information reporting system, information reporting system and information disclosure system, improve the feedback mechanism of public crisis information, make full use of modern information technology, and promote the innovation of crisis decision-making ability.
