常州市政府数据开放对策研究

【摘要】：一直以来,政府作为大量公共数据资源的拥有者,没有将这些数据完全利用,少部分进行了政府信息公开,而大多数未加工的数据都是闲置的。随着时代的改变,公众开始不满足于眼前的信息公开,而对更原始的、有价值的数据产生了兴趣,积极要求获得更多的政府公共信息和服务资源。于是政府数据开放成为了大数据时代的潮流,因为它有利于提高数据资源的利用,有助于政府的管理向精细化方向转变,以及提高政府科学决策的水平。从世界范围来看,美国在2009年引领的政府数据开放运动在世界范围内掀起了开放数据的浪潮,国外的政府数据开放在研究和实践领域都已经全面展开。而国内各级政府也在积极推动此项行动,上海市于2012年6月上线了国内首个政府数据开放平台,国务院也在2015年发布了《促进大数据发展行动纲要》,明确提出在2018年底前建成国家层面的政府数据统一平台,2020年底前逐步开放民生保障服务有关的政府数据,由此全国各地都在开展政府数据开放行动。常州市政府数据开放还处于起步阶段,在理论研究和实际探究水平上和发达城市相比都有较大的差距。因此,本文在基于分析和参考国内外发达地区在政府数据开放的研究结果和实践经验,阐明政府数据属性和特点,然后基于对常州政府数据开放现状的分析,提出相应的策略,促进常州政府数据开放的发展,即建设常州市统一的数据开放平台;科学制定常州市数据开放机制;优化常州市数据开放软环境,希望能够对常州市政府数据开放的有效实施有所助益。
[Abstract]:For a long time, the government as the owner of a large number of public data resources, did not fully utilize the data, a small part of the government information disclosure, and most of the unprocessed data are idle. With the change of the times, the public is not satisfied with the information in front of the public, but has become interested in more primitive and valuable data, and actively demands more government public information and service resources. Therefore, the opening of government data has become the trend of big data era, because it is conducive to improve the utilization of data resources, help the government to change management to fine direction, and improve the level of government scientific decision-making. From the point of view of the world, the open movement of government data led by the United States in 2009 has set off a wave of open data in the world, and the opening of government data abroad has been carried out in both research and practice fields in an all-round way. While domestic governments at all levels are actively promoting this initiative, Shanghai launched the first open platform for government data in China in June 2012, and the State Council also issued the platform of Action for the Development of big data in 2015. It is clearly proposed to build a unified platform for government data at the national level by the end of 2018, and gradually open up government data related to livelihood guarantee services by the end of 2020, so that all parts of the country are carrying out government data opening actions. The data opening of Changzhou Municipal Government is still in its infancy, and there is a big gap between the theoretical research and the practical research level compared with the developed cities. Therefore, based on the analysis and reference of the research results and practical experience of government data opening in developed regions at home and abroad, this paper clarifies the attributes and characteristics of government data, and then puts forward the corresponding strategies based on the analysis of the current situation of Changzhou government data opening. To promote the development of data opening of Changzhou government, that is, to build a unified open platform of data in Changzhou; In order to improve the soft environment of data opening in Changzhou City, it is hoped that it will be helpful to the effective implementation of data opening in Changzhou Municipal Government.
