石狮市在营造创新创业环境中的政府行为研究

【摘要】：为加快推进创新型国家建设,真正实现创新驱动发展,“大众创业、万众创新”成为一个新趋势。在此背景下,研究政府如何营造创新创业环境,促进中小企业在经济,技术,社会等各方面的全面化发展,具有重要的理论和现实意义:首先有利于完善科技管理中政府职能理论,其次为政府推进全社会创新创业提供基础数据和决策参考,最后有利于加快政府职能转变,优化政府职能,更好地促进形成全社会创新创业的局面。目前,石狮正面临着“标兵远去、追兵渐进”的尴尬局面,在此局势下,石狮市如何借助“大众创业、万众创新”这一全国浪潮,积极营造全社会创新创业环境,扶持中小微企业发展,打造经济发展的新引擎,成为石狮市政府下一步的重要目标。本文以石狮市在建设创新创业环境过程中的政府行为作为主要研究对象,调查了石狮创新创业环境的基本现状、政府行为及其成效,通过对创客发放调查问卷以及对众创空间运营人员的访谈,并对结果进行分析,总结出石狮市政府在营造创新创业环境中存在的问题。同时通过借鉴国内外经验,最后对完善石狮市营造创新创业环境提出相应对策。本文根据石狮发展自身条件和优势,提出政府行为优化建议,对培育创新文化,加快形成大众创业、万众创新的生动局面是一个新的尝试。
[Abstract]:In order to speed up the construction of an innovation-driven country and realize innovation-driven development, "mass entrepreneurship, mass innovation" has become a new trend. In this context, we will study how the government can create an environment for innovation and entrepreneurship and promote the comprehensive development of small and medium-sized enterprises in various aspects, such as economy, technology, society, and so on. It has important theoretical and practical significance: first, it is beneficial to perfect the theory of government function in science and technology management; secondly, it provides the basic data and decision-making reference for the government to promote the innovation and entrepreneurship of the whole society; finally, it is helpful to accelerate the transformation of government function. Optimize the functions of the government, better promote the formation of social innovation and entrepreneurship situation. At present, Shi Lion is facing an awkward situation of "leading soldiers go far away, chasing after soldiers gradually". Under this situation, how does Shishi City actively create an innovative and entrepreneurial environment for the whole society with the help of the nationwide tide of "mass entrepreneurship, mass innovation," and how does Shishi City actively create an innovative and entrepreneurial environment in the whole society? Supporting the development of small and medium-sized micro-enterprises, building a new engine of economic development, has become the next important goal of Shi-Shi municipal government. This article takes the government behavior of Shishi City in the process of constructing innovation and entrepreneurship environment as the main research object, and investigates the basic situation, the government behavior and the effect of Shi's innovation and entrepreneurship environment. Through the analysis of the results, the problems existing in the construction of innovative and entrepreneurial environment in Shishi municipal government are summarized by means of questionnaire survey and interviews with the operators of the public creation space, and the analysis of the results is carried out on the basis of the questionnaire issued by the creators. At the same time, through drawing lessons from domestic and foreign experiences, the author puts forward the corresponding countermeasures to perfect Shishi city to create innovative and entrepreneurial environment. According to the conditions and advantages of Shi Lion's development, this paper puts forward some suggestions on the optimization of government behavior, which is a new attempt to cultivate an innovative culture, speed up the formation of mass entrepreneurship, and create a vivid situation of mass innovation.
