北京市移动政务服务应用的问题和对策研究

【摘要】：移动通信和互联网的迅速发展,带动了其他产业的相应变革。国内外电子政务的建设也随之变化发展,而近年来的发展,传统的电子政务的服务方式也转向了移动政务服务。如今,世界各国政府大力推广移动政务作为政府办公的一种新途径,以此来提高政府的办事效率。我国政府在网络信息建设方面做出了很好的成绩,但是在移动政务建设方面,才刚刚开始发展。所以我国的移动政务建设还存在着许多问题,需要进一步的研究已解决这些问题。本文首先综述了移动政务的概念,总结了国外移动政务的发展现状和应用现状,并根据北京市移动政务发展建设的现状来分析当前所面临的问题,并提出解决方案。在本文中,介绍了几例应用成功的国外移动政务案例,分析其应用成果的原因,总结归纳,以此作为北京市移动政务的进一步发展提供了理论上的基础,在此理论基础上,北京市移动政务应用的用户范围可以进一步的扩大,并且可以发展的更加迅猛。再结合国外在此方面的发展过程和经验,从中可以预测北京市移动政务应用将面临的问题以及现在的发展情况、优势与不足,指引北京市移动政务应用未来的发展模式及建设方向,然后通过相关理论,寻求更好的方法帮助北京市移动政务的发展。服务是移动政务应用的目的,因此在文本中也强调了在推广过程当中服务的重要地位、强调了移动政务创新服务管理模式、增强移动政务服务内容、提高服务人员综合素质、引导公民广泛使用、增强信息安全及加强信息平台建设等六个角度,提出了促进北京市移动政务应用发展的相关策略建议。
[Abstract]:The rapid development of mobile communication and the Internet has led to the corresponding change of other industries. The construction of e-government at home and abroad also changes, and in recent years, the traditional e-government service mode has also shifted to the mobile government service. Now, the governments of the world have made great efforts to promote the administration of government as a new way of government work, so as to improve the efficiency of the government. The government has made good achievements in the construction of network information, but has just begun to develop in terms of the construction of mobile government affairs. Therefore, there are many problems in the construction of mobile government affairs in our country, and there is a need for further research to solve these problems. In this paper, the concept of mobile government affairs is first reviewed, the development status and application status of mobile government affairs in foreign countries are summarized, and the current problems are analyzed according to the current situation of the development and construction of mobile government affairs in Beijing, and the solution is put forward. In this paper, several successful foreign mobile government affairs cases have been introduced, the reason of the application results is analyzed, and the conclusion is summarized as a theoretical basis for the further development of Beijing's mobile government affairs. On the basis of this theory, The scope of users in Beijing's mobile government applications can be further expanded, and it can be developed more rapidly. Combined with the development process and experience of the foreign countries in this respect, it can be predicted that the problems faced by the application of the mobile government in Beijing, as well as the current development situation, advantages and disadvantages, will direct the Beijing mobile government to apply the future development mode and the construction direction, and then through the relevant theories, To find a better way to help the development of Beijing's mobile government. The service is the purpose of the mobile government affairs application. Therefore, in the text, the important position of the service in the promotion process is also emphasized, the management mode of the mobile government service innovation service is emphasized, the content of the mobile government affairs service is enhanced, the comprehensive quality of the service personnel is improved, the citizen is guided to be widely used, In order to enhance the information security and strengthen the construction of information platform, the paper puts forward the relevant policy suggestions to promote the development of the application of mobile government in Beijing.
