【摘要】：正改革开放后,地方政府创新历程中的一个突出现象是,在各级地方政府积极开展创新的叠加效应之下,中国仍处在治理创新的试验阶段,合理有效的地方治理体系始终没有建立起来,出现了地方政府"创新悖论"。一方面,地方政府创新案例不断涌现,得到频频宣传和推广,其中一些还作为典型被学习、观摩、仿效和"再创新";另一方面,为数不少的地方政府创新呈现"短命"和不可持续的特点,形成"孤岛效应""昙花现象"以及"插
