昭通市政府地质灾害管理问题研究

【摘要】：昭通市地质灾害危害严重,每年都有因地质灾害所造成的人员伤亡与财产损失。近年来昭通市地质灾害防治工作迎来了大好的机遇,一是国家实施乌蒙山片区扶贫开发项目,在昭通开展水文地质环境地质调查、地质灾害调查与监测、地质灾害专业监测预警示范等工作；二是云南省因地质灾害防治形势严峻,制定了一系列的政策来促进地质灾害防治工作的提升。如何把握好并利用这些利好机会,提升昭通市地质灾害防治工作水平,就需要对昭通市政府当前地质灾害管理中存在的问题进行分析。本文首先介绍地质灾害的一些基本知识,然后讨论总结了在地质灾害管理工作上做得比较好的美国与日本的经验,与中国的管理进行了简要对比。对地质灾害管理工作进行初步分析。其次,通过分析昭通市地质灾害管理所面临的自然环境、社会环境条件以及各个行政主体,并选取《地质灾害防治条例》等三个政策法规,对其实施目的以及在昭通市的实施情况进行分析与总结。再通过分析各级政府、各个职能部门对地质灾害管理政策的影响因素,重点分析市级政府和国土部门,并结合案例分析,对地质灾害管理工作中各个政策主体因素职能分析。找寻导致地方地质灾害管理出现问题的原因。最后,在前面分析的基础上,找到昭通市地质灾害管理工作中存在的具体问题,并提出建立规范的市级管理体系、进行政策评估、完善政策监控体系、健全政策网络、修编地质灾害防治规划、健全培训体系等相应对策。
[Abstract]:The geological hazards in Zhaotong City are serious, and there are casualties and property losses caused by geological disasters every year. In recent years, the prevention and control of geological disasters in Zhaotong City has ushered in a great opportunity. First, the state has implemented the project of poverty alleviation and development in Wumeng Mountain area, and carried out hydrogeological environmental geological survey, geological hazard survey and monitoring in Zhaotong. Geological hazards professional monitoring and early warning demonstration work; Second, because of the severe situation of prevention and control of geological disasters in Yunnan Province, a series of policies have been formulated to promote the promotion of the prevention and control of geological disasters. It is necessary to analyze the problems existing in the management of geological disasters in Zhaotong City in order to grasp and make use of these good opportunities to improve the level of geological disaster prevention and control in Zhaotong City. This paper first introduces some basic knowledge of geological hazards, then discusses and summarizes the experiences of the United States and Japan, which have done a good job in the management of geological hazards, and makes a brief comparison with the management of China. A preliminary analysis of geological hazard management is carried out. Secondly, through the analysis of the natural environment, social environmental conditions and various administrative subjects faced by the geological disaster management in Zhaotong City, three policies and regulations, such as the regulations on the Prevention and Control of Geological disasters, are selected. The purpose of its implementation and its implementation in Zhaotong City are analyzed and summarized. Then through the analysis of all levels of government, each functional department to the geological hazard management policy factors, focusing on the municipal government and territorial departments, and combined with the case analysis, the geological hazard management of the main factors of the functional analysis. Find out the cause of local geological disaster management problems. Finally, on the basis of the previous analysis, we find out the concrete problems existing in the geological disaster management of Zhaotong City, and propose to establish a standardized municipal management system, carry on the policy evaluation, perfect the policy monitoring system, and perfect the policy network. Revise the geological disaster prevention and cure plan, perfect the training system and so on corresponding countermeasure.
