我国单亲贫困家庭社会救助问题研究

【摘要】：单亲家庭数量与日俱增已是世界性趋势,单亲家庭贫困化也成为了困扰世界各国的难题。我国自改革开放以来,随着经济发展,家庭和社会结构逐步呈现多元化,多种因素使得我国单亲家庭数量不断增加,单亲贫困群体正成为增速最快的贫困群体之一,单亲贫困家庭问题也引起了各级政府和学者们的普遍关注。多数单亲贫困家庭要面对物质和其他多方面资源的匮乏。发达国家针对单亲贫困家庭一般都有一套完整的社会福利和社会救助体系。虽然在我国单亲贫困家庭的问题已引起了各方重视,但是长久以来并没有专门针对单亲贫困家庭的社会救助政策,尚未形成一个完整的社会救助系统,大多数家庭仍然十分困难的局面。本文通过分析我国单亲贫困家庭社会救助的现状,指出我国在单亲贫困家庭社会救助中存在的问题;通过借鉴世界各国或地区的先进经验并提出合理建议,以便我国建立切实可行的单亲贫困家庭的社会救助模式,解决单亲贫困家庭成员的实际困难,保障其基本生活权利,这对构建和谐的小康社会具有重大的现实意义。
[Abstract]:The increasing number of single-parent families has become a worldwide trend, and the poverty of single-parent families has become a difficult problem in the world. Since the reform and opening up to the outside world, with the development of economy, the family and social structure are gradually diversified. Many factors make the number of single parent families increase constantly, and the single parent poverty group is becoming one of the fastest growing poor groups. The problem of single-parent poor families has also aroused widespread concern at all levels of government and scholars. Most single-parent poor families face a lack of material and other resources. Developed countries generally have a complete set of social welfare and social assistance systems for single-parent poor families. Although the problem of single-parent poor families in China has attracted attention from all sides, there has been no social assistance policy specifically aimed at single-parent poor families for a long time, and a complete social assistance system has not yet been formed. Most families are still in a very difficult situation. By analyzing the current situation of social assistance for single-parent poor families in China, this paper points out the problems existing in the social assistance for single-parent poor families in China. By drawing on the advanced experience of countries or regions of the world and putting forward reasonable suggestions, in order to establish a practical social assistance model for single-parent poor families in China, to solve the practical difficulties of the members of single-parent poor families and to guarantee their basic right to life, This is of great practical significance to the construction of a harmonious well-off society.
