扬州市邗江区行政审批制度改革研究

【摘要】：我国的行政审批制度改革自2001年开始,自中央到地方由上而下推行,目前,正在进行第7轮改革。2015年的两会上,李克强总理宣布本届政府已经在2年内完成了当初提出的花5年时间取消三分之一行政审批事项的目标,政府在自我革命忍痛割腕的同时,厘清了政府和市场的关系,在经济下行压力之下,通过简政放权,激发了市场活力,可以看出改革取得的成效很显著。但是仅有点成绩不可骄傲自满,改革不是一朝一日的事,也不是一项短期任务,必须紧跟形势和时代潮流,今后还需要花大力气推进。作为基层政府这个改革的承上启下的关键基层组织,改革面临的问题和困难更多更复杂。邗江区地处长三角地区,如何在上海、宁镇扬的辐射下更好地转型升级,其中一个应有之义便是行政审批制度改革,它是政府职能转变、优化当地经济社会发展环境的有力举措,本文旨在这个背景下研究邗江区行政审批制度改革的现状、问题,为完善基层行政审批改革制度提供框架,为加快当地政府职能转型提供思路,为推动本地区经济社会的稳定有序发展提供动力。本文以扬州市邗江区依托行政服务中心这一平台,先后推出“两集中、两到位”、“一费制”、“双联双督”、“三级便民”、“三集中、三到位”、“四证合一”等机关效能系列改革举措,推动行政审批制度改革,促进当地经济社会发展为例,着重分析出该区改革的成功经验,以及在政府职能转变、法律法规政策、政府流程再造、公众互动参与度、服务意识等方面存在不足,导致目前的改革涉及根本的还不够深入。而通过搜集梳理国内外行政审批制度的经验教训,探讨新时期行政审批制度改革中如何规范好“制度”和“机制”、“管理”与“服务”、“刚性”和“柔性”、“放权”和“用权”的关系,确保该区今后改革的顺利成功,从而促进法治型、服务型、效能型、阳光型、责任型政府的建设,兼顾效率与公平地服务好当地的经济社会发展。
[Abstract]:The reform of the administrative examination and approval system in China has been carried out since 2001, from the central to the local. At present, the reform of the 7th round is under way. In 2015, Premier Li Keqiang announced that the government has completed the first five-year time to cancel one-third of the administrative examination and approval in the first five years, and the government has cleared the relationship between the government and the market while the self-revolution was cutting the wrist, and under the pressure of the economic downward pressure, through the right of simple administration, The vitality of the market is stimulated, and it can be seen that the effect of the reform is remarkable. But only a bit of achievement is not self-complacent, the reform is not a day-to-day, it is not a short-term task, must follow the situation and the trend of the times, and will also need to force in the future. As the key grass-roots organization under the leadership of the reform of the grass-roots government, the problems and difficulties facing the reform are more complex. The area of the Yangtze River Delta is located in the Yangtze River Delta, and it is better to transform and upgrade under the radiation of Shanghai and Ningzhen, one of which is the reform of the administrative examination and approval system, which is a powerful measure of the transformation of the government function and the optimization of the local economic and social development environment. The purpose of this paper is to study the current situation and the problems of the reform of the administrative examination and approval system in the region under this background, and to provide the framework for perfecting the reform of the administrative examination and approval system of the grass-roots level, and to provide a train of thought for speeding up the transformation of the local government functions, and to provide the impetus for the stable and orderly development of the economic and social development of the region. This paper, based on the platform of the administrative service center in Yanjiang District, Yangzhou, has successively introduced the series of reform initiatives such as "two-set, two-in-place", "one-cost system", "two-way double governor", "three-level convenience", "Three-set, three-in-place", "one-in-one combination of four" and so on, and promoted the reform of the administrative examination and approval system, and promoted the development of the local economic and social development as an example. The successful experience of the reform in this area, as well as the deficiencies in the transformation of the government functions, the policy of laws and regulations, the re-engineering of the government, the participation of the public, the consciousness of service, etc. Through the collection of the lessons of the administrative examination and approval system at home and abroad, the paper discusses how to regulate the relations between the "system" and the "mechanism", the "management" and the "service", the "rigidity" and the "flexibility", the "decentralization" and the "right to use" in the reform of the administrative examination and approval system in the new period, and ensure the smooth and successful reform of the area in the future, So as to promote the construction of the rule of law, the service type, the effective energy type, the sunshine type and the responsibility type government, and the efficiency and the fairness serve the local economic and social development.
