现代化进程中的国家治理理论及其指数化建构

【摘要】：国家治理要放在政治发展理论的宏大背景下理解。近年来,中国学者关于国家治理的讨论恰好回应了西方政治发展第三个阶段中遇到的困难,国内的国家治理研究已经在与国外政治学研究的前沿进行对话,但是也存在偏重理论思辨、概念不统一和操作化研究较少等问题。因此,国家治理的指数化可以帮助学界形成关于这一概念的共识。国外关于治理指标已有一些重要的成果,然而这些成果却带有较强的意识形态特征,中国应该构建从自身经验出发并具有普遍性的国家治理指数。一方面,吸收西方指数研制的科学评估方法;另一方面,对中国几十年来国家现代化建设经验进行总结和再阐发。国家治理指数的指标体系由基础性指标(设施、秩序和服务)、价值性指标(公开、公平和公正)和持续性指标(效率、环保和创新)三大类内容构成。通过对2014年111个国家的数据采集,课题组形成了国家治理指数的2015年报告数据集,可以较为清楚地把握目前中国的国家治理现代化水平在世界中的总体位置,以及中国在各分项指标上的具体表现。国家治理的理论建构和指数评估在学术创新、中国发展、人类生存三个层面上都具有重要的本位上的意义。
[Abstract]:National governance should be understood under the grand background of the theory of political development. In recent years, Chinese scholars' discussions on state governance have just responded to the difficulties encountered in the third stage of western political development, and domestic research on state governance has been engaged in dialogue with the frontiers of foreign political studies. However, there are also some problems, such as focusing on theoretical thinking, disunity of concepts and less research on operation. Therefore, the indexation of national governance can help the academic community to form a consensus on this concept. There have been some important achievements on governance indicators abroad, but these achievements have strong ideological characteristics. China should build a universal national governance index based on its own experience. On the one hand, it absorbs the scientific evaluation method developed by the western index, on the other hand, it summarizes and re-elucidates the experience of China's modernization construction in the past decades. The index system of national governance index consists of basic index (facilities, order and service), value index (openness, fairness and justice) and sustainability index (efficiency, environmental protection and innovation). By collecting data from 111 countries in 2014, the team formed the 2015 report dataset of the National Governance Index, which provides a clearer picture of the overall position of China's current level of modernization of national governance in the world. And the specific performance of China in each sub-index. The theoretical construction and index evaluation of state governance are of great significance in academic innovation, Chinese development and human survival.
