福州市第三部门发展路径研究

【摘要】：第三部门,即“通过志愿提供公益”的NGO或NPO,主要为民政部门注册的社会团体、基金会、民办非企业单位及未注册的草根组织。随着经济领域的改革开放,和政府职能转变,越来越多的社会职能需要社会组织承接,因此第三部门建设也被放在突出的位置。在发达国家,第三部门组织已经发展成熟并成为公共服务的重要提供力量,而在国内,第三部门大多数仍处在发展探索中。特别是在福州等中小城市,第三部门参与公共服务的路径十分有限。随着福州成为全国首个集国家级新区、自由贸易试验区和21世纪海丝核心区“三区叠加”的重点区域,研究第三部门如何发展并发挥作用,对于经济社会全面升级具有重要的意义。本文以公民社会理论和第三方管理理论为基础,通过运用实证研究、文献研究、比较研究、案例研究等方法,植根于现实中国国情、福建省情、福州市情,借鉴国际和国内发达城市的实践经验,考察分析福州市第三部门的发展状况、存在问题及其原因,提出福州市第三部门发展路径思路及策略：内部路径——拓展第三部门自身的发展空间,包括改进内部治理结构；培育支持型社会组织；提高资金筹措能力；加强人才队伍建设；参与社会监督评估；加强海内外交流。外部路径——构建合作治理关系,包括改善相应的政策管理环境和营造各方参与的协作氛围。进而为促进福州市第三部门的全面健康发展以及政府转型对接提供决策参考。
[Abstract]:The third department, that is, the "through the voluntary provision of public welfare" 's NGO or NPO, is the social group, foundation, private non-enterprise unit and unregistered grass-root organization registered by the civil administration department. With the reform and opening-up in the economic field and the transformation of the government function, more and more social functions need to be undertaken by the social organizations, so the construction of the third sector is also put in the prominent position. In developed countries, third sector organizations have developed and become an important provider of public services, while in the country, the majority of the third sector is still in the process of development. In particular, in small and medium-sized cities such as Fuzhou, the path of public service in the third sector is very limited. As Fuzhou has become the first national new area in the whole country, the free trade test area and the key area of the "three-zone superposition" core area of the 21 st century, how to develop and play a role in the third sector is of great significance to the overall economic and social upgrade. On the basis of the theory of civil society and the theory of third party management, this paper, based on the theory of civil society and the theory of third party management, is based on the practical situation of China, the situation of Fujian, the situation of Fuzhou, and the practical experience of the developed cities in the world, by using the methods of empirical research, literature research, comparative study and case study. This paper analyzes the development situation, problems and causes of the third department in Fuzhou, and puts forward the thought and strategy of the development of the third department of Fuzhou. The internal path _ expand the development space of the third department, including the improvement of the internal governance structure, and the development of the support-type social organization; Improve that ability of fund raising; strengthen the construction of the talent team; participate in the assessment of social supervision; and strengthen the exchange at home and abroad. External Path _ Build a collaborative governance relationship, including the improvement of the corresponding policy management environment and the creation of a collaborative atmosphere of engagement by the parties. And further provides a decision-making reference for promoting the comprehensive health development of the third department of Fuzhou and the transition of the government.
