长春市事业单位机构编制管理创新研究

【摘要】:事业单位是我国各类社会组织中的一类重要组织,是国家行政管理体制的重要组成部分,它的产生和我国计划经济体制密不可分。随着社会主义市场经济在我国的建立和发展,事业单位设立的目的、承担的职责及任务都在发生着巨大变化,事业单位从作为行政机关的附属机构、主要工作承担为行政机关提供支持和辅助的作用向为经济社会发展和人民群众提供丰富的公共产品和公共服务转变。机构编制是国家配置执政资源的重要基础,事业单位机构编制是其中的重要部分。为了提高党和政府的执政能力,促进经济社会的大力发展,能够满足人民群众不断增长的物质文化需要,做好事业单位机构编制管理工作就具有更重要意义。目前,我国已经进入社会重要转型期,经济发展方式转变不断加速,人民群众收入稳步增长,社会更加和谐稳定,全社会对教育、卫生、文化、民生等方面的客观需求更加高涨,都要求事业单位不断发挥自身活力,更多更好地提供公益服务。事业单位机构编制管理也要顺应新情况和新要求,更新管理思维,创新管理方式,为事业单位发展提供体制机制保障。本文是以长春市事业单位机构编制管理工作为例,并吸收和借鉴国外公益事业机构编制管理的优秀作法,通过对事业单位机构编制管理内涵、特征的研究论述和对长春市事业单位机构编制管理工作历史、存在的问题和工作创新探索实践以及实践成效的深入分析,阐明了事业单位机构编制管理创新的现实意义和可实现途径,使事业单位机构编制管理不断适应经济社会发展和政府职能转变的新常态需要,改变原有的管理理念和管理方法,促使事业单位不断转变职能,不断加强队伍建设,强化公益服务属性,使其成为建设服务型政府的重要组织支撑,以实现政府公共服务的核心职能。
[Abstract]:Institution is a kind of important organization among all kinds of social organizations in our country. It is an important part of the national administrative management system, and its emergence is closely related to the planned economy system in our country. With the establishment and development of socialist market economy in China, great changes have taken place in the purpose, responsibilities and tasks of the establishment of public institutions, and institutions have been acting as subsidiary organs of the administrative organs. The main work takes on the role of supporting and supporting the administration to provide abundant public goods and public services for the economic and social development and the people. The establishment of institutions is an important foundation for the allocation of administrative resources, and the establishment of institutions is an important part of them. In order to improve the ruling ability of the Party and the government, to promote the vigorous development of the economy and society, to meet the increasing material and cultural needs of the people, it is of even greater significance to do a good job in the establishment and management of institutions. At present, our country has entered an important social transformation period, the transformation of the mode of economic development has been accelerating, the income of the people has steadily increased, the society has become more harmonious and stable, and the whole society has become more responsive to education, health and culture. People's livelihood and other aspects of objective demand is higher, require institutions to constantly play their own vitality, more and better to provide public services. The establishment and management of institutions should also conform to the new situation and new requirements, renew the management thinking, innovate the management methods, and provide institutional and institutional guarantees for the development of institutions. This paper takes the establishment and management of institutions in Changchun City as an example, and absorbs and draws lessons from the excellent practices of the establishment and management of public welfare institutions abroad, and through the establishment and management of institutions in Changchun City, The research and discussion of the characteristics and the in-depth analysis of the history of the establishment and management of institutions in Changchun City, the existing problems, the exploration and practice of work innovation and the effect of practice, This paper expounds the practical significance and realizable ways of institutional establishment and management innovation in institutions, and makes the establishment and management of institutions constantly adapt to the new normal needs of economic and social development and the transformation of government functions, and changes the original management concepts and methods. In order to realize the core function of government public service, institutions should constantly change their functions, strengthen the construction of troops, strengthen the attributes of public welfare service, and make it become the important organizational support of constructing service-oriented government in order to realize the core function of government public service.
