温州市洪涝台灾害应急管理能力提升研究

【摘要】：洪涝台灾害是我国范围内影响最广、对社会经济发展与人民群众的生存危害最为显著的自然灾害之一,每年都给我国带来巨大的生命、财产损失。据不完全统计,建国以来平均每年洪涝台灾害造成的经济损失达100亿元左右。随着全球气候变暖等因素的影响,近年来洪涝台灾害发生频率呈增加趋势,加之我国经济的快速发展,以及城市化进程的不断加快,公众对防灾减灾要求也逐步提高。我国洪涝台灾害防御工作面临更加严峻的挑战,迫切需要全面提高洪涝台灾害防御能力。温州市地处我国东南沿海,属于亚热带季风气候,常年受到台风、洪涝等自然灾害的影响和威胁。温州市属于人口高度集中、经济高度发达的区域,因为社会资源和财富逐渐集聚的原因,温州市每年因洪涝台灾害造成的损失日益严重,应急管理难度逐步加大。政府的应急能力和管理水平是政府执政能力的重要组成部分,已成为评价其政府工作效率和管理进步程度的一个重要标志。温州市作为一个洪涝台灾害频发的城市,如何加强和完善政府洪涝台灾害应急管理能力,关系到温州市经济社会发展全局和人民群众生命财产安全,是全面落实科学发展观,构建社会主义和谐社会的重要内容。本文分为六部分,绪论主要介绍本文的选题背景、研究意义、相关基础概念、文献综述以及本文的研究方法。第一章阐明了与洪涝台灾害管理相关的危机管理理论、公共治理理论、风险管理理论等理论基础。第二章介绍温州市洪涝台灾害应急管理现状。第三章从组织制度和应急管理过程纵横两个方面,检视温州市洪涝台灾害应急管理存在的问题,并进行原因分析。第四章介绍了日本以及我国台湾地区洪涝台灾害应急管理经验与启示。第五章针对温州市洪涝台灾害应急管理存在的不足和缺陷,结合日本以及我国台湾地区洪涝台灾害管理的成功经验,提出改进和提升温州市洪涝台灾害应急管理能力的对策和建议,主要包括:强化防汛组织机构建设,发挥非政府组织参与防灾减灾的作用,完善洪涝台灾害应急管理保障能力,提高公众洪涝台灾害危机意识,提升洪涝台灾害应急管理预警能力,加强防汛应急预案编制和管理,完善洪涝台灾害保险机制。
[Abstract]:Flood and waterlogging disaster is one of the most important natural disasters in our country, which has the most extensive influence on the development of social economy and the survival of the people. Every year, it brings great loss of life and property to our country. According to incomplete statistics, the average annual economic losses caused by flood and waterlogging have reached about 10 billion yuan since the founding of the people's Republic of China. With the influence of global warming and other factors, the frequency of flood and waterlogging disasters has been increasing in recent years. In addition, the rapid development of China's economy and the accelerating process of urbanization, the public demand for disaster prevention and mitigation has been gradually increased. The disaster prevention work of flood and waterlogging stations in China is facing more severe challenges, and it is urgent to improve the disaster prevention capability of flood and waterlogging stations in an all-round way. Wenzhou is located in the southeast coast of China, belongs to the subtropical monsoon climate, has been affected and threatened by natural disasters such as typhoon, flood and so on all the year round. Wenzhou is a region with highly concentrated population and highly developed economy. Due to the gradual accumulation of social resources and wealth, the annual losses caused by flood and waterlogging in Wenzhou are becoming more and more serious, and the difficulty of emergency management is gradually increasing. The emergency ability and management level of the government is an important part of the governing ability of the government, and has become an important symbol to evaluate the efficiency and management progress of the government. Wenzhou, as a city with frequent flood disasters, how to strengthen and perfect the emergency management ability of government flood stations is related to the overall situation of Wenzhou's economic and social development and the safety of people's lives and property, and is to implement the scientific concept of development in an all-round way. The important content of constructing socialist harmonious society. This paper is divided into six parts. The introduction mainly introduces the background, research significance, related basic concepts, literature review and research methods of this paper. The first chapter clarifies the crisis management theory, public governance theory and risk management theory related to flood and waterlogging station disaster management. The second chapter introduces the current situation of emergency management of floods and waterlogging stations in Wenzhou. The third chapter examines the problems existing in the disaster emergency management of Wenzhou flood station from the aspects of organization system and emergency management process, and analyzes the reasons. The fourth chapter introduces the experience and enlightenment of flood disaster emergency management in Japan and Taiwan. The fifth chapter aims at the shortcomings and defects of emergency management of flood and waterlogging stations in Wenzhou City, combining with the successful experience of disaster management of flood stations in Japan and Taiwan in China. Countermeasures and suggestions are put forward to improve and enhance the emergency management capacity of flood and waterlogging stations in Wenzhou, including: strengthening the construction of flood control organizations, giving full play to the role of non-governmental organizations in disaster prevention and mitigation, and improving the emergency management support capacity of flood and waterlogging stations. We will improve public awareness of disaster crisis in flood stations, enhance the emergency management and early warning capacity of flood stations, strengthen the preparation and management of emergency plans for flood control, and improve the disaster insurance mechanism of flood stations.
