开放共享下的政务大数据管理机制创新

【摘要】:我国当前的分散化政务数据管理结构,一方面隐藏着阻碍数据开放共享和难以实施监督的缺点,另一方面又具有专业性和数据处理能力强的优点。各国实践表明,利用分散化网点收集超大规模数据的模式,正凸显其重要性。因此,不宜简单否定我国当前的数据管理结构,但需要思考如何克服其内在缺陷。流行的数据产权化管理思路不足以促进大数据发展。本文综合运用财产规则和责任规则,建立一个有助于多元主体协同共享政务数据效益的"三-二-四"型数据管理机制,通过开放责任的设置和合法权益的保护来激励不同主体共同参与推进政务大数据的可持续性开放共享。
[Abstract]:The current decentralized government data management structure in China, on the one hand, hides the shortcomings of hindering the open sharing of data and difficult to carry out supervision, on the other hand, it has the advantages of professionalism and strong data processing ability. National practice has shown that the use of decentralized networks to collect very large-scale data model is highlighting its importance. Therefore, it is not suitable to simply negate the current data management structure in our country, but we need to think about how to overcome its inherent defects. The popular idea of data property right management is not enough to promote the development of big data. Based on the property rules and liability rules, this paper establishes a "three-two-four" data management mechanism which is helpful for multiple subjects to share the benefits of government data, and encourages different subjects to participate in promoting the sustainable and open sharing of government affairs big data through the establishment of open responsibility and the protection of legitimate rights and interests.
