【摘要】：政府引导基金主要是通过政府出资,发挥其融资杠杆作用,鼓励和引导社会资本投资处于种子期和初创期的科技型中小企业,为科技型中小企业提供比较稳定的资金来源,解决其融资难的问题。这样不仅能促进高新技术产业的健康发展,还能实现创业资本的增值,进而拉动社会经济的快速增长。我国政府引导基金经过多年的不断探索,推动了我国资本市场的快速发展。为了使政府引导基金能够健康高效的发展,必须全面考核政府引导基金的绩效评价,检验其投资方向、运行成效,规范整个运作过程。因此,必须要设立一套科学合理的政府引导基金绩效评价指标体系。文章首先从国内外成功运作的政府引导基金入手,选取了美国SBIC计划、以色列YOZMA计划、澳大利亚IIF计划,以及国内深创投引导基金和上海浦东创业投资引导基金,分析研究其管理运作过程和绩效评价指标,并在此基础上展开对政府引导基金绩效评价体系的思考研究。在界定影响政府引导基金绩效评价的相关因素时,主要从政策目标、政策效果和经营管理能力三个方面进行分析,运用层次分析法对相关因素进行权重计算,判断这些因素的影响程度,为设立一套适合我国发展情况的政府引导基金绩效评价体系奠定了基础。同时针对政府引导基金绩效考核过程中的一些问题给予相应的政策建议,促进我国政府引导基金绩效评价工作的顺利进行。
[Abstract]:The main purpose of the government-led fund is to give full play to its financing leverage, encourage and guide the social capital to invest in the sci-tech small and medium-sized enterprises in the seed period and in the initial stage, and provide a relatively stable source of funds for the science-and-technology small and medium-sized enterprises. In this way, it can not only promote the healthy development of high-tech industry, but also realize the increment of venture capital, and then stimulate the rapid growth of social economy. After years of continuous exploration, the government guided fund has promoted the rapid development of our country's capital market. In order to make the government guide fund develop healthily and efficiently, it is necessary to assess the performance evaluation of the government guided fund in an all-round way. Therefore, it is necessary to set up a set of scientific and reasonable evaluation index system for the performance of government-guided funds. The article starts with the successful operation of the government guide fund at home and abroad, and selects the SBIC program of the United States, the YOZMA program of Israel, the IIF program of Australia, the domestic deep venture capital guiding fund and the Shanghai Pudong Venture Capital guiding Fund. On the basis of analyzing and studying its management operation process and performance evaluation index, the paper studies the performance evaluation system of government-guided funds. When defining the relevant factors that affect the performance evaluation of the government-guided fund, it mainly analyzes the policy objective, the policy effect and the management ability, and calculates the weight of the relevant factors by using the analytic hierarchy process (AHP). Judging the influence degree of these factors lays a foundation for establishing a set of government guided fund performance evaluation system suitable for the development situation of our country. At the same time, it gives corresponding policy suggestions to some problems in the process of government leading fund performance appraisal. To promote the smooth progress of fund performance evaluation guided by our government.
