【摘要】：资本外逃是一种特殊的资本流动现象，对一国的经济发展具有重要影响。从资本外逃这一问题的提出到现在，由于研究角度和方法的不同，学术界尚未形成统一的定义对资本外逃进行界定。但是，，通过系统研读相关文献及著作，笔者发现大部分的学者普遍存在一个共识：资本外逃是一种不正常的资本流动，大规模的资本外逃会对一国的经济发展及稳定造成严重威胁。因此，科学合理的估算资本外逃的规模并分析其对经济变量的影响是实施资本监控并做好防范措施的重要手段，同时，也是预防金融危机的重要预警信号。本文就从梳理国内外资本外逃相关文献开始，首先对当前经济背景下我国发生的资本外逃进行定义，与正常的资本流动区分开来。然后讨论分析国内外比较通用的几种测算资本外逃规模的方法，比较各类方法的优势与不足，对主要的两种测算方法（直接法和间接法）进行修正，并运用修正后的两种测算方法对我国2006年--2011年间的资本外逃规模进行较为准确的估算，分析我国资本外逃的趋势及特点。再次，结合我国的实际情况，分析我国资本外逃的渠道和动因，并分析其对我国经济增长的影响。最后，结合前面的分析讨论，给出几点政策建议，防范出现大规模的资本外逃。
[Abstract]:Capital flight is a special phenomenon of capital flow, which has an important impact on a country's economic development. Since the issue of capital flight has been raised, due to the different research angles and methods, the academic community has not yet formed a unified definition to define capital flight. However, through a systematic study of relevant literature and works, the author finds that most scholars generally have a consensus that capital flight is an abnormal capital flow. Large-scale capital flight will pose a serious threat to a country's economic development and stability. Therefore, scientific and reasonable estimation of the scale of capital flight and analysis of its impact on economic variables is an important means of capital monitoring and prevention measures, but also an important early warning signal to prevent financial crisis. This paper begins with the literature on capital flight at home and abroad, first defines the capital flight in China under the current economic background, and distinguishes it from the normal capital flow. Then it discusses and analyzes several common methods of calculating the scale of capital flight at home and abroad, compares the advantages and disadvantages of various methods, and modifies the two main methods (direct method and indirect method). By using the two modified methods, the author estimates the scale of capital flight from 2006 to 2011, and analyzes the trend and characteristics of capital flight in China. Thirdly, according to the actual situation of our country, this paper analyzes the channel and motivation of capital flight, and analyzes its influence on the economic growth of our country. Finally, combined with the previous analysis and discussion, some policy suggestions are given to prevent large-scale capital flight.
